Strategy
Riihimäki's goal is to be an irresistible city, the home of the creators of the future, and a community of sustainable growth.
The City of Riihimäki's RakasRiksu2035 strategy was approved on April 25, 2022. The strategy guides the city's operations and outlines the city's development vision until 2035. The strategy influences the city's operational and financial planning for the coming years, forming an essential part of the city's broader operational framework at all organizational levels. The effective implementation of the strategy requires continuous evaluation and monitoring, which is linked to budget reporting.
Strategy update 2026
The City Council has launched a strategy update process for the current council term 2025-2029. The current strategy serves our city in many ways, but changes have occurred in the operating environment in recent years, making it timely to review the strategy and update it where necessary.

The strategy work is based on resident, staff and stakeholder surveys conducted during 2025, as well as recent publications. We use, among others, the publication of the Association of Finnish Local and Regional Authorities in the process: Municipalities and Global Phenomena – Change phenomena and crises as part of municipal strategies in the council term 2025-2029 and the implementation of the strategy implemented in autumn 2025 Our Riksu resident survey results.

In early 2026, decision-makers, city staff and residents will be invited to participate in the strategy work, for example in workshops, a public event and through survey methods. As a result of the participation, key strategic choices will be made, which are the change phenomena, threats and opportunities that Riihimäki should pay special attention to in the coming years.

Based on the information, views and choices gathered during the strategy work during the summer of 2026, an updated strategy RakasRiksu 2040 and a plan for monitoring the implementation of the strategy will be prepared under the leadership of the city government.

In early autumn 2026, the city council will decide on a new strategy and put it into effect.
"Next stop, Riihimäki" development program
The Next Riihimäki development program is based on the RakasRiksu2035 strategy of the City of Riihimäki. The development program concretizes the key goals of the strategy and helps the city identify projects that cut across the organization and promote the vitality of the city. In January 2024, the six videos below about the Next Riihimäki development program were published. The videos will help you get to know the key contents of the development program.
Once the ongoing strategy update is completed in 2026, the development program will also be updated as necessary.
