Town council

The term of office of the council is four years long and it starts at the beginning of June of the election year. The current council term began on August 1.6.2025, 31.5.2029 and will end on May XNUMX, XNUMX.

The highest decision-making power in the city is exercised by the city council's 43 city councilors elected in municipal elections. Municipal elections are held every four years.

The term of office of the chairman and vice-chairmen of the council is four years.

At the council meeting, the councilors sit by council group according to the seating order approved by the chairman.

According to Section 94 of the Municipal Act, the council is convened by the chairman.

The meeting invitation to the council's first meeting is issued by the chairman of the municipal board, and the meeting is opened by the oldest councilor present, who leads the speech until the council's chairman and vice-chairmen are elected. According to the city's administrative rules, the council has a first, second and third vice-president.

If the authorized person is prevented or hindered from dealing with a matter, a deputy authorized person is called in place of the actual authorized person.

The decision-making power belongs to the council, unless otherwise stipulated separately or unless the council itself has transferred its authority to other authorities of the municipality by means of the administrative rules it has established.

According to the Municipal Act, the city council is responsible for the operation and finances of the municipality. The council decides

• budget and financial plan;
• about the principles of owner control and group guidelines;
• about the operational and financial goals set for the business establishment;
• the basics of wealth management and investment;
• the basics of internal control and risk management;
• the general basis of fees charged for services and other deliverables;
• giving a guarantee commitment or other security for another's debt;
• on electing members to institutions;
• on the basis of the financial benefits of trustees;
• on the selection of auditors;
• on the approval of the financial statements and discharge from liability;
• on other matters regulated and assigned to be decided by the council.
