Municipal initiative
A resident or group of residents of the municipality, a corporation and foundation operating in the municipality, as well as a person who owns or controls immovable property in the municipality, has the right to initiate initiatives for the municipality in matters concerning its operation. The municipality must notify the initiator of the measures taken as a result of the initiative. (Municipal Act § 23)
The initiative must indicate which matter within the municipality's activities you want to influence with your initiative. The initiative does not mean surveys or personal applications or petitions.
Council initiative
The council group or councilor has the right to make written initiatives on matters concerning the operation and administration of the city. The initiative is given to the chairman of the council. The initiative is recorded in the minutes of the council meeting.
The initiative is sent without further processing to be prepared by the city council. The council can decide that there will be a referral discussion on the preparation of the matter referred to in the initiative.
By the end of April every year, the city council must present the council with a list of initiatives made by the councilors and sent to the city council, which the council has not finally processed by the end of the previous year. At the same time, it must be stated which measures have been taken as a result of them.
