Civic colleges' SILTA project

The SILTA project strengthens the role of community colleges as part of employment support services. The project is based on the identified need to strengthen the opportunities for adults with weak basic skills to participate in education and find employment.

The full name of the project is SILTA – community colleges at the interface of employment and education.

The project builds permanent cooperation structures between community colleges and employment services and develops content for adults with weak basic skills. At the same time, the identification and recognition of competences is improved through the National Basic Skills Competence Labels.

Resulting in service paths

The project will result in functional service pathways that support the target group's orientation to the new basic skills content of the community college that supports employment. In this way, the project will improve the accessibility of education and lifelong guidance and streamline the timely orientation of clients to basic skills training.

The project aims to strengthen the role of the community college as part of the municipal services, which supports the entire municipal service system. In the long term, the project will promote educational equality and inclusion.

Implementers

• City of Kuopio / Kuopio Adult Education Center
• City of Seinäjoki / Seinäjoki Community College
• City of Valkeakoski / Valkeakoski College.

Project schedule: June 9, 2026-July 31, 2028.

Funding

The total budget of the project is 141,783 euros, of which 113,426 euros are external funding. The financing is provided by the Northern Finland Vitality Centre. The City of Riihimäki's share is 24,573 euros. The City of Riihimäki's self-financing share is 6,144 euros.
