Offer a job to a young person through a gig bank

The City of Riihimäki is offering employers free gig work hours this summer through the WorkPilots service. The aim is to support the employment and first work experiences of Riihimäki residents aged 14–24. At the same time, employers can easily and free of charge find a person to do temporary gig work that does not require special skills. On the WorkPilots platform, gig job providers and applicants meet agilely.

Employers can apply for and utilize the city-funded gig hours from 1 June to 20 September 2026. The employer can be a company, association, organization, club, welfare area or parish and operate in Riihimäki, Janakkala, Hausjärvi, Loppi, Hyvinkää or Hämeenlinna. The employer cannot be a private individual, household, foundation, other municipality or housing company. The permanent municipality of residence of the young person doing gig work must be Riihimäki.

Instructions for using supported hours

• The City of Riihimäki pays for the hours, but is not otherwise involved in organizing the gig. Employers create gigs on the WorkPilots platform and select performers according to our guidelines. WorkPilots handles payments, taxes, and other administration.
• The support granted by the city to companies is de minimis support and the grantor records it in the de minimis register. The employer is obliged to report previously received de minimis support on the hours application form.
• A maximum of 30 hours paid for by the city can be applied for at a time. However, the same employer can apply for more hours once the previous 30 have been used.
• The aim is to make work gigs possible for as many young people as possible. Even short gigs give young people important experience and a foothold in working life.
• Young people receive a reward of 10 euros per working hour. There are no costs for the employer to arrange the gig when they use the hours offered by the city.
• The maximum length of the gigs for one young person is 7 hours; the hours do not have to be consecutive.
• One young person can be employed once with the support of the city, but follow-up gigs can be offered to the same person at their own expense as many times as needed. The employer can pay for these tasks with a payment card or invoice in the WorkPilots app.
• The first tasks are carried out with a contract, which is suitable for short-term and clearly defined tasks. Later, the work can also be agreed upon as an employment relationship, depending on the situation, if the employer wants to employ the young person at their own expense.

Do the following

1. Download the free WorkPilots app to your phone from Google Play or AppStore or use the web version of WorkPilots (web.workpilots.com).
2. Select 'Open service: WorkPilots Finland' and 'Register'. Confirm your email and create a Subscriber profile for your organization. This can be done both online and via the app. Do this before sending the hourly order form to the city.
3. After this Send an hourly order request to the city using this form (riihimaki.epalvelu.fi). Answer all questions carefully, submit the form and save it for yourself. Please note in your own planning that applications will be processed once a week from June 1 to September 20, 2026, except for week 31, when applications will not be processed. Approved hours will appear in your WorkPilots account as PilotPoints. 1 hour = 1757 points. You will receive a separate email when your application has been processed. You can also see your points balance in the payment methods section of the service.
4. Create a new gig ad. Remember to state in your ad that the gig work is for young people from Riihimäki aged 14 to 24. You can limit the age yourself as needed, as long as it is between 14 and 24. If your gig is a larger entity (for example, an event) that includes several tasks, you can make one ad for the entity and select several young people from the same ad. After the first selection, you will be asked if you want to select more workers. Enter the hours for the workload of one young person in the order.
5. Choose a suitable applicant for the position. Ask the applicants for additional information in the chat as needed. For city-funded classes, always choose young people who do not yet have work experience (0 experience / feedback in the young person's profile). Once you have made your selections, send messages to other young people who applied for the gig that they were not selected this time.
6. Take the age of the person you are hiring into account when planning the gig. Ensure the safety of young people at work and comply with the regulations regarding minors. working time regulations (finlex.fi).  For those under 15 years of age, ensure the consent of the guardian, for example by requesting written permission and the guardian's contact information so that you can further verify consent if necessary.
7. Familiarize the young person with the task at the beginning of the gig. Also remind the young person that they must sign off on the gig as completed in WorkPilots at the end of the gig.
8. After the gig, go to approve the gig that the young person has confirmed and give the young person verbal feedback. The feedback describes the performance on the task and the young person's strengths.
9. If you do not use all of the PilotPoints you received from the city, return them no later than one month after they were issued. The return is made on the platform via the following path: Payments and reports > Pilotpoints > Transfer. The points will be returned to workpilots@riihimaki.fi.
