In its meeting on Monday, December 2, 2024, the Riihimäki city council will discuss, among other things, the future use of the old town hall and facilities for special education in basic education.

The town hall is presented for the use of the Etelä-Häme employment area

The city has figured out different uses for the old town hall, which has been empty for a long time. The needs assessment working group proposes to the city government that the old city hall would be used in the future as the headquarters of the Riihimäki employment area in Etelä Häme. The construction of premises for the use of the employment area in the old town hall has been found to be possible with light space changes and surface renovation.

The extension part of the old town hall built in the early 1970s was decommissioned in 2015 due to indoor air problems. The extension part was completely demolished in 2023. The so-called old town hall, completed in 1948, still remained in place. It has been unused since 2016.

In the old town hall, no defects preventing use or indoor air problems have been found in the condition surveys carried out in 2023.

However, quick implementation cannot be done because the building does not meet accessibility requirements. The building needs to be expanded with an elevator section and a barrier-free entrance. According to the target schedule, the premises would be ready for use by the Etelä-Häme employment area in 2027.

In connection with the reform of employment and business services (TE24), a need arose for premises where the functions of the newly established Etelä-Häme employment area would be located. Work and economic services will be transferred from the state to the municipalities on January 1, 2025.

The proposal also includes the return of city council and city board meetings to the council hall, which is protected in the plan. Today, the city council meets at the Uramo school and the city government in the Matkakeskus office building.

In addition to the employment area, the presentation does not include alternative functions to be placed at the town hall. The decision concerns the approval of the needs statement and the assignment to the technical branch to start project planning.

Facilities for special support are presented to Uramo school

In its meeting on May 6, 2024, the Riihimäki city council decided that the new Eastern school and daycare center will not be built. This meant that a new solution had to be found for the teaching facilities that required special support.

Teaching with demanding special support is intended for students with limitations caused by illness, functional ability or learning ability.

According to the needs assessment, the need for space is for two classroom spaces for a maximum of 6 students. In addition, there is a need for one space for special education (for a maximum of 8 students), which can be used flexibly for different purposes.

Tilakeskus has evaluated all the schools in the city in terms of the placement of special education facilities. Alternatives for decision-making are Herajoki school, Lasitehtaa school and Uramo school. The yard area of ​​these schools allows for additional construction. In the needs assessment, the suitability of the schools has also been assessed from several other points of view and from financial points of view.

Based on the preparation, the mayor proposes the property of the Uramo school and daycare center as the location for the special education facilities.

The goal is to complete the new facilities for demanding special support in 2027.

The decision concerns the approval of the needs assessment for the city's special education facilities and the assignment to the technical industry to start project planning.
