Riihimäki, Hausjärvi, Janakkala and Loppi are intensifying regional cooperation – aiming for a thousand new jobs by 2030

The joint regional economic cooperation between the City of Riihimäki and the municipalities of Hausjärvi, Janakkala and Loppe will begin in early 2026. The aim of the cooperation is to implement two significant investments in the region annually and create a thousand new jobs by 2030. In addition, the municipalities will intensify cooperation in planning and land use and create joint business areas in the region.
"With cooperation, we strengthen the attractiveness of the area and create a solid foundation for the growth of existing businesses and the creation of new ones. Businesses are not interested in municipal borders. They are looking for smooth cooperation, a good location and a functional operating environment, and that is exactly what we are building together," says Jouni Eho, Mayor of Riihimäki.
Riihimäki, Hausjärvi, Janakkala and Loppi have collaborated over the years in both economic policy and tourism marketing: the tourism cooperation between Riihimäki, Hausjärvi and Loppi was launched under the name Visit Riihimäki in the summer of 2021, and the South Häme employment area shared by the four municipalities began operations at the beginning of 2025.
"Close business cooperation is a natural continuation of previous cooperation. All municipalities have different strengths, so we have no need to compete with each other. On the contrary: we are stronger together," says Janakkala Mayor Riikka Moilanen.
Superior location
Riihimäki, Loppi, Janakkala and Hausjärvi form an area that combines a logistical location advantage, a diverse business environment, a vibrant countryside and a high-quality everyday environment. The area provides a strong foundation for sustainable growth and smooth cooperation.
The goals of the new regional business cooperation are being implemented by Riihimäen Tilat ja Kehitys Oy (RTOY), a business company wholly owned by the City of Riihimäki, in close cooperation with the municipal management and organizations responsible for vitality development, planning and land use. The progress and goals of the cooperation are monitored by a regional management group, which includes political decision-makers in addition to the civil service management of the four municipalities.
The area formed by Riihimäki, Hausjärvi, Janakkala and Loppi is home to over 60 people. The municipalities are located in the Finnish growth corridor, along the main railway and along Highway 000 leading from Helsinki to Tampere.
In the background, investigation work
Discussions on regional business cooperation began in the fall of 2024. The regional management group, consisting of the leaders of Riihimäki, Hausjärvi and Loppi, as well as the chairmen of the municipal boards and councils, launched a preliminary study on the cooperation. The study, carried out by MDI, a consulting firm specializing in regional development, was completed in late 2024.
Based on the preliminary study, attracting business investments in particular and the strategic planning of land use that supports this work were seen by the municipalities as topics where they wanted to intensify cooperation. The regional management group invited the municipality of Janakkala to participate during the study.
The boards and councils of the city of Riihimäki and three other municipalities approved the regional cooperation agreement at their meetings in March and April.
