The costs of the basic renovation of the Riihimäki swimming pool will increase

The City of Riihimäki is preparing for the fact that the costs of the basic renovation of the swimming pool will increase by 1,9 million euros from the previous budget to 18,8 million euros.

The Technical Committee will discuss the change in the swimming pool allocation related to the sector's facility investments at its meeting on Tuesday, May 26, 2026. The matter regarding the additional allocation from the Committee will proceed to the consideration of the City Board and City Council.

The total funding for the renovation of the swimming pool was 15,1 million euros at the start of the project. As the renovation progressed, needs for additional and modification work emerged, resulting in the city council changing the budget to 16,9 million euros in the fall of 2024.

The goal is an amicable solution

The new overall budget presented for the project includes an estimate of the impacts of negotiated solutions and covers payments for the final works.

The city, the main contractor and other parties to the contract have been negotiating since spring 2025, including additional and modification work, as well as errors in the renovation project and their correction. The parties have differences of opinion regarding financial responsibilities, plans, the main contract, supervision and the work performed in them.

The aim of the parties has been to find a negotiated solution that avoids lengthy and expensive litigation. The settlement is intended to be a separate agreement. As a result of the settlement, part of the repair costs would be paid by the city.

For the city, a settlement requires financial consideration by the technical committee and the city government, as well as approval by the city council for the additional expenses.

Repairs scheduled for summer 2026

The defects identified in the swimming pool renovation project are to be corrected after the settlement agreement is signed. The repairs are planned to be carried out during the summer of 2026.

The list of things to be repaired includes, among other things, the fixing of the tiles in the swimming pool's washing facilities, problems related to the drainage of the main entrance hatch, and a defect in the surface structure of the roof deck of the above-ground swimming pool, i.e. the upper floor of the swimming pool.

The renovation of the Riihimäki swimming pool received a state sports facility grant of 800,000 euros. The swimming pool opened to city residents on 26 February 2025. The swimming pool was closed for renovation for two years from February 2023.

Negotiations have been held with Consti Korjausrakentaminen Oy, which acted as the main contractor for the project, AFRY Finland Oy, which acted as the design consultant for the project, and Rapp Oy, which acted as the supervision and project management.
