Enfo Oy has been selected as the city's supplier of basic IT services. The Riihimäki City Board decided on the procurement at its meeting on Monday, February 23, 2026. Three bids were submitted in the tender, of which Enfo was the most economically advantageous. The best price-quality ratio was used as the basis for overall economics.

The decision completed an extensive and financially significant specification and tendering project that lasted approximately one year. The procurement was carried out through an open procedure. The framework agreement to be concluded with the contracting partner will last seven years and the actual service contract will initially last three years. The contract with the current service provider, Tiera Oy, will expire on 30 June 2026 and the transfer of services to Enfo will begin in stages after the contract is signed.

The competitive ICT services will be used by the City of Riihimäki and its subsidiaries Riihimäen Tilat ja Kehitys Oy (RTOY) and Riihimäen Kotikulma Oy. The change will affect a total of approximately 1,180 city users and 3,000 schoolchildren and students.

"In connection with the acquisition, the current status and development needs of the city's ICT services were investigated in an exceptionally comprehensive manner. The aim of the tender was to improve user satisfaction and the visibility of information management in the technical environment and service production in particular. I am confident that the acquisition will provide us with flexible and cost-effective ICT services for the city's employees," says CFO Pekka Karvonen.

The procurement covered employee user support services, terminal equipment lifecycle management, server usage and capacity services, cloud services, service implementation and complementary expert services. The estimated total value of the procurement exceeds the EU threshold value under the Procurement Act. The maximum value of the framework agreement excluding VAT during the contract period is EUR 24 million. The maximum value represents the maximum ceiling under the Procurement Act for the total value of the framework agreement during its validity.

The new agreement includes the same service packages as the old one, but with more detailed requirements, conditions, and the city's own priorities.
