The City of Riihimäki is planning real estate arrangements with Oma Häme
The City Council will discuss the plan for the hospital site, fire station and Riihikoti on Monday, April 28.
The Kanta-Häme welfare area Oma Häme and the City of Riihimäki have prepared a real estate arrangement in which the parties would transfer the properties they own to each other and at the same time update the rental and ownership relationships to better meet current and future needs.
The possibility of an arrangement arose during the lease negotiations between the welfare area and the city of Riihimäki. The Oma Häme Regional Government and the Riihimäki City Government will discuss the plan in their meetings on Monday, April 28. The implementation of the plan requires approval from the Oma Häme Regional Council. In Riihimäki, the matter is being handled by two committees in addition to the city government. Finally, the matter still needs approval from the city council. The actual property transactions can only take place when the Government approves the change to Oma Häme's borrowing authority.
According to the plan, the welfare area would hand over the Riihimäki Hospital plot to the City of Riihimäki, but would retain ownership of the buildings located on the plot and lease the plot from the city. Correspondingly, the City of Riihimäki would sell the Riihikodi building and the Riihimäki fire station to the welfare area. The welfare area would pay the city a down payment of approximately 1,5 million euros in connection with the transaction. The financial terms of the real estate arrangement are based on market value analyses conducted by external experts, which have defined values for the properties approved by both parties.
An economically sustainable solution for the well-being area
The real estate arrangement, if implemented, would support the strategic and financial goals of both parties. The welfare area could focus on owning and developing properties that are essential to its operations. At the same time, Oma Häme would be able to reduce the administrative and financial burden associated with ownership.
For the city of Riihimäki, the arrangement would mean a reduction in the risks associated with social and health care properties and the possibility of developing the areas in the longer term. The arrangement would also bring clarity to property ownership for both parties.
Riihikoti and Riihimäki fire station are key sites in the welfare area's service network in Riihimäki. Their transfer to the welfare area's ownership would support long-term service planning and investment management. At the same time, the transfer of the Riihimäki Hospital plot to the city would enable the area's zoning and development in accordance with the city strategy.
In the arrangement, the welfare area would continue to lease the Riihikodi and fire station plots from the city. The city would still own the plots, but risk management, property maintenance and demolition responsibilities would be transferred to the welfare area. Rents and property taxes would generate annual income of approximately 350 euros for the city. In addition, the city group's loan portfolio would be reduced by approximately three million euros as the fire station company's loan is transferred to the welfare area.
The plan is also financially viable for the welfare area. The sale of the hospital plot would bring a one-time capital gain – in addition, the arrangement would have a positive impact on the results over a ten-year period, estimated at 7–10 million euros. The investment needs of the Riihikodi property have been taken into account in the calculations and do not weaken the overall profitability of the arrangement.
