The City of Riihimäki grants employers recruitment money to employ unemployed job seekers

From 1 October 2025, employers can apply for recruitment funding from the City of Riihimäki to employ unemployed job seekers from Riihimäki. In addition to job seekers from Riihimäki, the City of Riihimäki will also grant recruitment funding to employ unemployed job seekers who speak a foreign language and live in Loppi, as the Municipality of Loppi has purchased integration services from the City of Riihimäki.

– With this joint effort of the employment and integration services of the City of Riihimäki, we are opening up a way for employers to employ not only Finnish but also foreign experts. Both financial and coaching support is now available for recruitment, says Juha Hiltunen, Integration Manager of the City of Riihimäki.

Recruitment grant is a discretionary employment subsidy that the City of Riihimäki grants in the order in which applications are received, within the limits of the budget allocations.

Who can apply for recruitment money?

A company or association operating in the South Häme employment area, i.e. in Riihimäki, Loppi, Hausjärvi or Janakkala, can apply for recruitment money. The company or association must enter into an employment contract with the person it employs and pay a salary in accordance with the collective agreement. The salary must be at least 931 euros per month. In addition, the employer must take care of withholding tax and other statutory employer obligations.

Who can the City of Riihimäki grant recruitment money for?

In order for an employer to receive recruitment money, the person employed must be an unemployed job seeker. Their municipality of residence must be Riihimäki. If the job seeker speaks a foreign language, their municipality of residence can be Loppi in addition to Riihimäki.

If the City of Riihimäki has previously granted financial support for the employment of the person in question, at least 12 months must have passed since its end.

The City of Riihimäki can also grant recruitment funding for apprenticeships.

The City of Riihimäki will not grant recruitment funding if the employer already receives pay subsidy, recruitment subsidy or employment subsidy for people aged 55 or over for employing the person in question.

How much recruitment money can you get?

An employer can receive a recruitment grant of 1000 euros per month if the person they employ works full-time. Unpaid absences and part-time work reduce the amount of support.

How long can I receive recruitment money?

The City of Riihimäki recommends that the first recruitment money period should last at least one month and no more than six months. The City of Riihimäki can grant recruitment money for a maximum of 12 months, depending on how long the employee is entitled to. Employees can check their monthly allowance by sending an email to tyollisyyspalvelut@riihimaki.fi.

How do I apply for recruitment money?

The recruitment money application form and instructions for completing it are available on the Employer services page.

The employer and the job seeker fill out the application together. The application must be sent by email to tyollisyyspalvelut@riihimaki.fi or by post to the following address:

There is no need to add attachments to the application.

The City of Riihimäki recommends applying for recruitment allowance before the employment relationship begins. Recruitment allowance must be applied for no later than before the employment relationship ends.

The application process takes 1–2 weeks. The City of Riihimäki sends the decision to the employer and the job seeker electronically. The decision is public for the employer.

You can apply for an extension of the recruitment money payment until the maximum period of 12 months has been reached.
