Riihimäki City Council approved the 2026 budget and tax rates

At its meeting held on Monday, November 10, 2025, the Riihimäki City Council approved, among other things, the city's budget for 2026 and the financial plan for 2026–2028, as well as the city's income tax and property tax rates for next year.

Tax rates remain unchanged

The City Council unanimously approved the tax rates for 2026. The municipal tax and property tax rates will remain unchanged. In 2026, the municipal tax will be 7,9 percent and the general property tax will be 1,45 percent.

The amount of next year's municipal taxes is estimated at 76,8 million euros and state contributions at 10,7 million euros.

One change to the budget content

The political groups voted on eleven amendments to the budget at the meeting. In the end, only one of the proposals was adopted.

The Social Democratic council group proposed that the EUR 100,000 reserve made in the investment plan for the investment planning of the family house be brought forward by a year. The reserve had been made in the budget for 2028. After the vote, the reserve was moved to 2027. The decision was made by 26–16 votes, with 1 abstention.

In addition, the council unanimously approved a measure initiative submitted by Hannele Saari (kd.), according to which the city will investigate the need for and resources for S2 education in primary schools. The initiative requires that after the investigation, a plan must be made to bring S2 education to the right level. In S2 education, the student basically studies Finnish as a second language. The student's mother tongue is something other than Finnish and the student's basic language skills have deficiencies in one or more areas of language skills.

Budget deficit of 2,1 million euros

The budget of the parent city of Riihimäki for next year is 3,6 million euros in deficit. A parent city refers to a city without a water supply company. When the water supply company is added, the result is 2,1 million euros in deficit.

Due to the deficit, the council decided to launch a new stable economic program.

The city will invest a total of 17,0 million euros next year. The most significant investments are the continuation of the construction of Jokikylä's public areas, 3,0 million euros, the renovation of the old city hall, 3,0 million euros, and the planning and start of construction of teaching facilities organized by activity area, 1,3 million euros.
