Riihimäki City Council discussed the 2026 budget

At its meeting held on Monday, November 3, 2025, the Riihimäki City Board discussed, among other things, the city's budget for 2026 and the financial plan for 2026–2028, as well as income tax and real estate tax rates.

The board proposes to the city council the approval of the budget and plan with the following changes:

  • The project plan for the power plant will be submitted to the City Council for consideration after the budget is discussed by the council. The Board will submit the plan for a round of comments to the committees and stakeholders. The Board requires agreements between tenants and implementation partners, more detailed investment and financial calculations, clarification of the company structure and a risk analysis. The final investment decision is conditional on the statements, the above-mentioned reports and the tenants' agreements.
  • The sports center's 45,000 euro savings obligation will be removed. The position of the sports center manager will therefore be filled. The decision was made after two votes.
  • Regarding environmental protection, the establishment of a nature expert position is being investigated.
  • The city will not organize summer care for school children in its current form, but will look for a new, replacement method for implementing the activity.
  • The city is applying for the second time to be recognized as a child-friendly municipality by UNICEF.
  • As part of the program for a stable economy, it must be noted that savings in operating expenses can also be achieved through sufficient, structural changes in operational development.

In addition to these, the city government made numerous smaller text changes to the budget.

The proposed tax rate is 7,9 percent

The City Board proposes to the City Council that the city's income tax rate next year be 7,9 percent. The municipal tax rate would then be the same as this year. The amount of municipal taxes next year is estimated at 76,8 million euros and government transfers at 10,7 million euros.

In addition, the city government proposes to the council that it keep the property tax rates for 2026 at their current level. Therefore, the general property tax would be 1,45 percent.

Budget deficit of 2,1 million euros

The budget proposal for next year for the parent city of Riihimäki is 3,6 million euros in deficit. The parent city refers to the city without a water supply company. When the water supply company is added, the result is 2,1 million euros in deficit. Due to the deficit, the city government is proposing to the council to prepare a new stable economic program.

The city will invest a total of 17,0 million euros next year. The most significant investments next year are the continuation of the construction of Jokikylä's public areas, 3,0 million euros, the renovation of the old city hall, 3,0 million euros, and the planning and start of construction of teaching facilities organized by activity area, 1,3 million euros.
