The initiation of cooperation negotiations in the technical sector will be submitted to the Riihimäki City Council for consideration.

The Riihimäki City Board will decide to initiate collective bargaining negotiations in the technical sector at its meeting on 4 May 2026. The collective bargaining negotiations would concern personnel in cleaning services, property management, and equipment and repair shop services. The negotiations would cover approximately 50 employees.

The technical sector has investigated the ways in which it organizes the services it produces. At the beginning of the year, the sector carried out further studies related to the expansion of outsourcing of services. The studies concerned cleaning services, property maintenance as a whole, and equipment and repair shop services. The studies also examined the development of its own operations.

The mayor proposes to the city council that it initiate cooperation negotiations on production grounds.

According to the proposal, the negotiations will aim to achieve structural and operational reforms that can also achieve permanent savings. The cooperation procedure would involve negotiations on options that examine:

• streamlining and reorganizing our own service production, and
• providing cleaning services entirely as a purchased service.

Based on the studies, the need to reduce the workforce is approximately 15–40 person-years. In the alternative based on increasing the efficiency of own service production, the need for reduction is at the lower end of the range.

Currently, the city outsources approximately 50 percent of cleaning services, approximately 60 percent of property maintenance services, and approximately 45 percent of vehicle repair and maintenance services.

If the city government decides to initiate cooperation negotiations, they will likely last until August. Final decisions will likely be made in the fall of 2026 on whether to outsource more services or develop in-house service production.

The negotiations would cover a third of the industry's personnel.

The city's technical director, Maria Vasko, presented the proposal to the city council to the department's personnel today, Wednesday, April 29th, in the morning.

The technical sector employs approximately 150 permanent employees and also includes temporary employees, for example in seasonal work. The collective bargaining negotiations would concern approximately 50 employees.

The technical department is divided into four different areas of responsibility: the facilities center, the urban technology center, the sports center, and the planning and operations management area. The cooperation negotiations would focus on the areas of responsibility of the facilities center and the urban technology center.

The City of Riihimäki employs a total of approximately 1,100 people. The City is prepared to support personnel in times of change.
