The city spent approximately 60 million euros on procurement in 2024

The City of Riihimäki made purchases worth approximately 2024 million euros in 57. The annual volume has remained at approximately the same level in recent years after the national social welfare reform. The purchases cover both internal and external service purchases, materials, supplies and goods, and investments.

​Procurements accounted for more than half of the City of Riihimäki's expenditure last year. The majority (over 70%) of the purchases were so-called small purchases below the national threshold. Last year, the city carried out nine purchases exceeding the EU threshold and 16 purchases exceeding the national threshold. The national threshold for goods and services is 60 euros.

"Through the implemented competitive tendering, annual savings of approximately 2,4 million euros were achieved compared to the estimated value or budget of the procurements," says Procurement Manager Salla Pitkämäki.

"The city's procurement is a significant tool in implementing the strategy and also the stable economy program. The city's procurement services have been developed systematically and this is also reflected in the savings achieved," adds CFO Pekka Karvonen.

The euro amounts shown in the report are exclusive of VAT.

Procurement supports sustainable development

The City of Riihimäki aims to support sustainable growth and development, and this is also reflected in its procurement policies. The city concluded 12 percent of its procurement contracts with companies from Riihimäki and approximately 78 percent with small and medium-sized enterprises. Approximately 30 percent of the procurements took into account environmental criteria, such as energy efficiency requirements and the use of recycled materials. The city also added conditions to the procurement contracts that require a fair labor policy and respect for workers' rights.

"This year we will intensify our cooperation with local and small and medium-sized enterprises. The city plays an important role in supporting employment and economic growth in the Riihimäki region. In addition to vitality, we will place greater emphasis on sustainable development and responsibility in procurement," says Pitkämäki.

As one way to develop the responsibility of procurement, the City of Riihimäki has joined the Vauhti network organized by Motiva Oy at the beginning of 2025. The network is an association of organizations that carry out public procurement, which offers its members services to develop the responsibility and effectiveness of procurement. Cities such as Espoo, Helsinki, Tampere, Turku and Vantaa have joined the network.

Our own procurement guidelines ensure fairness and transparency in procurement

The City of Riihimäki implements procurements in a planned and transparent manner. All procurements exceeding the threshold value of the Procurement Act are carried out through public tenders and are announced in the HILMA service, where they are published either nationally or at the EU level, depending on the value of the procurement.

The city uses a digital tendering system, Cloudia, and the requests for tenders can be found in its parallel module, Tarjouspalvelu.fi, where they and their attachments are openly available to bidders. During the tendering process, the city ensures that all bidders receive the same information and that the tendering process is fair.

Small procurements that fall below the threshold of the Procurement Act are subject to the city's own procurement guidelines. Although public tendering obligations do not apply to small procurements, the city's own guidelines ensure fairness, transparency and adherence to good governance.
