At its meeting held on Monday, May 26, 2025, the Riihimäki City Council approved the city's new master plan, extending until 2050. The council approved the master plan with the exception of the agricultural and forestry-dominated area located on the border of the municipality of Loppi.

The decision was made after a vote of 23–20, with no blank votes cast. According to the proposal submitted by councillor Lauri Jormanainen (sd.) and supported by Erja Hirviniemi (left), the master plan would have been approved without the entry concerning the municipality of Loppe.

The master plan preserves the current urban structure of Riihimäki as dense and compact. With the plan, the city ensures that the areas reserved for construction enable the projected population growth and housing production. The plan also creates the conditions for increasing the supply of business and industrial plots along main roads and railways, as well as at traffic nodes.

The draft and proposal of the master plan have been available for public viewing during 2024. Several revisions were made to the proposal based on the feedback received. The city launched the master plan work extending until 2050 in 2022. The master plan covers the entire city area, except for the Kalmu sub-master plan area that came into force in 2015, which will remain in force.

In addition, the city council made the following decisions unanimously:

  • Granted an additional allocation of EUR 2,93 million for land acquisition investments for the purchase of the Riihimäki Hospital plot as part of the real estate arrangement between the City of Riihimäki and the Kanta-Häme welfare area.
  • The council noted the audit committee's evaluation report for information. At the same time, the council obliged the city government to process a report on the measures in the evaluation report by the end of September 2025. The government must report the measures to the city council and the audit committee.
  • Noted the audit report for information and approved the 2024 financial statements, environmental report and personnel report.
  • Took note of the confirmed election results of the 2025 municipal elections and the International Riihimäki action plan.
