The city council unanimously returned the decision regarding colleges and the art school back to preparation. Mandatory needs include, for example, making properties accessible. In addition, the purpose of use for the old town hall must be presented.

Mayor Jouni Eho's proposal according to the proposal, the civic college, art school and music college would have moved to the former business school in 2028.
