The Riihimäki City Board decided at its meeting on Monday, June 16, 2025, to return the needs assessment for the college and youth center for re-preparation. The City Board states in its decision that the needs assessment for the college and youth center must pay attention to the entries in the stable economy program regarding the prioritization of investments. In addition, the board wants the space program options to be examined during the preparation process regarding existing and planned real estate solutions.

The government's decision is related to the project being prepared by the city, in which the services of the Riihimäki Community College, Art School, Music College, and the Monari Youth Center would be transferred to Kalevantalo (Kalevankatu 5–11). Kalevantalo is also known as the former trade school.

According to the needs assessment submitted to the City Council, the renovation of Kalevantalo for use as a school and youth services would cost 13,1 million euros. The cost estimate does not include any special excavations, costs for emergency space, or investments in furniture.
