At its meeting on Monday, March 30, 2026, the Riihimäki City Board discussed, among other things, the city's 2025 financial statements, personnel report, and information financial statements.

The board approved and signed the financial statements and submitted them to the city council for consideration through the preparation of the audit committee. As part of the financial statements, the city board proposed, among other things, the dissolution of two funds for a total of approximately 100,000 euros.

The board approved the financial statements and noted the personnel report. Both documents will be submitted to the city council for information.

Financial statements with a surplus of 2,7 million euros

The financial statements of the City of Riihimäki for 2025 show a surplus of 2,7 million euros. The water utility company's share of the surplus is 2,0 million euros. The better-than-expected result was influenced by non-recurring financial income, growth in sales revenue, and the warm end of the year, which reduced the costs of the technical sector.

The city's result improved compared to 2024, as the surplus for the financial year was only 0,1 million euros at that time. However, the years are not comparable, as in 2024, an investment reserve of 3,5 million euros was made from the result for the campus investment of Häme University of Applied Sciences (HAMK), which reduced the surplus by a corresponding amount.

The City Council will discuss the financial statements at its meeting on June 8, 2026.

Decrease in sick leave

According to the personnel report, city employees find their work meaningful, goal-oriented, varied and suitably challenging. The work of immediate supervisors receives good marks in the city. According to employees, the city is a more attractive employer than before. There is a need for development in the city's internal cooperation and information flow.

The number of sick days among city personnel decreased by more than 10 percent compared to 2024. There were an average of 15,6 calendar days of sick leave per employee, compared to 17,4 calendar days a year earlier.

According to the personnel report, the number of employees in the city increased slightly compared to 2024. The increase is almost entirely explained by the transfer of employment services from the state to the municipality. The city of Riihimäki acts as the responsible municipality for the regional employment area of Etelä-Häme. Last year, the city employed 1190 people, compared to 1122 the year before. The average age of employees is 49,4 years.

Developments in information-related matters

According to the information accounts, the city's data protection, information security and information management have developed systematically, despite numerous changes in the city's operating environment. The city has responded to the changes by improving technical solutions, documentation and organizing training.

As a result of the work, city employees are more sensitive to identifying and responding to anomalies than before. This was also reflected in the number of reported data security breaches, as 43 data security breaches were detected in 2025. This number is an increase compared to previous years. However, according to the report, the increase does not indicate a deterioration in the level of security, but rather indicates improved staff skills and an open reporting culture. The majority of reported data security breaches were low-risk and did not have significant impacts on data subjects.
