The City Board approved the property arrangement with Oma Häme and the project plan for the old city hall
At its meeting on Monday, April 28, 2025, the Riihimäki City Board discussed, among other things, the property arrangement between the City of Riihimäki and the Kanta-Häme welfare area and the project plan for the old city hall. The City Board approved both proposals.
Property reorganization proceeds to the boards
The property arrangement plan proposes that the Oma Häme welfare area would sell the Riihimäki Hospital plot to the City of Riihimäki. Oma Häme would retain ownership of the buildings on the plot and lease the plot from the city.
Correspondingly, the city of Riihimäki would sell the Riihikodi building and the Riihimäki fire station to the welfare area. The welfare area would pay the city a down payment of approximately 1,5 million euros in connection with the transaction. The financial terms of the real estate arrangement are based on market value analyses conducted by external experts, which have defined values for the properties approved by both parties.
The City Board approved this real estate arrangement. In its decision, the City Board proposes to the Vitality Board that it decide to purchase the Riihimäki Hospital plot from the Kanta-Häme welfare area for 2,93 million euros and lease it to the welfare area.
In its decision, the City Board proposes to the City Council that it allocate an additional allocation of 2,93 million euros for land acquisition investments for the purchase of the Riihimäki Hospital plot.
In Riihimäki, the matter will be discussed by two committees next. The Technical Committee's agenda will include a decision on the sale of the Riihikodi building and the shares of Riihimäki Fire Station Ltd to the welfare area. Finally, the matter still needs approval from the city council.
The Oma Häme Regional Government of the welfare area submitted a property reorganization plan to the table at its meeting on Monday, April 28. The plan requires approval from the Oma Häme Regional Government and the regional council.
The decision of the Riihimäki City Board is conditional until the City Council has granted the necessary additional funding, all parties to the arrangement have approved the arrangement, and the agreements have been signed.
The actual real estate transactions can only take place when the Government approves the amendment to Oma Häme's borrowing authority.
The Old City Hall project is progressing to implementation planning.
During the project planning phase of the old city hall, the estimate of the construction costs of the city hall was revised to 3,6 million euros. The amount is 0,6 million euros more than the allocation allocated in the budget investment plan for 2025–2026. During the project planning phase, additional repair needs emerged that are necessary to ensure the health and safety of the building.
According to the project plan, the city hall will be renovated and an accessible extension will be built before it is put into operation.
The city government approved the project plan, including costs, and tasked the technical department with initiating implementation planning.
The City Board's decision is conditional until the City Council has approved the amendment to the service network decision regarding the location of the South Häme Employment Area (EHTA) operations in the old City Hall.
According to the target schedule, the old city hall premises would be completed in 2027.
