At its meeting on Monday, April 29, 2024, the Riihimäki City Council discussed, among other things, the service network of schools and daycare centers, the Kokonharju site plan and plot distribution, as well as the letter of intent of the city and the Kanta-Häme welfare area for a parking facility. The government voted on the service network several times, but instead it unanimously approved the formula and the letter of intent.

In addition, the city government decided to use its right of withdrawal for the technical board's decision to sell Haapahuhta's school and residential buildings. At its meeting in April, the board did not accept the highest offer, but decided to put the whole thing up for sale again after a suitable time. The highest offer was 9 euros. The board will discuss the issue at its next meeting on May 621, 20.

Three amendments and a vote

City manager Jouni Eho proposed to the board that the city does not build the Eastern school and the kindergarten and gives up the Peltosaari school in 2026. At the same time, the number of sports facilities would decrease. The proposal also included the abandonment of the Lasitehtaa school and the evaluation and possible abandonment of the use of the main building of the Junailijanjakatu kindergarten. Both would be scheduled for the year 2027. As a result of the abandonment of the glass factory school, a place is being sought for teaching with special support in connection with other schools.

The mayor justified his proposal with the significant increase in the costs of the Itäinen school and kindergarten, the decrease in the number of children and the stable economy program launched by the city council.

The members of the city council made three proposed changes. The proposals were very different in content. After three votes, the government proposes to the council that the Eastern school and daycare center will not be built. Seven board members supported the proposal, four abstained.

In addition, the proposal advancing to the board of directors also includes the following:

  • The transfer of Peltosaari school students to other schools is carefully planned and listening to the parties involved. Admission of siblings and friends to the same school is taken into account.
  • The use of the Junailijakankatu daycare's main building is evaluated according to the need for use. The goal is to abandon the building in 2027.
  • The Patastenmäki and Lasitehta schools will continue to operate as they are now.
  • Services for families are being developed in the Peltosaari area, and a playground/local sports center will be built quickly in the area.
  • Sports facilities will decrease in relation to the council's previous service network decision.

26 residential blocks in Kokonharju

The board unanimously proposes to the city council the approval of Kokonharju's site plan and site plan amendment and plot division. The goal of the Kokonharju site plan is the construction of a new residential area close to nature, dominated by small houses. In 2027, an apartment fair is planned to be held in the area located about three kilometers away from the train station.

The aim is to create a distinctive look for the area and versatile, communal housing solutions that are connected to nature. The area belongs to the Koko district, and is currently undeveloped and mostly forested.

According to the site plan proposal, a total of 26 residential blocks, one service block, extensive local recreation areas and a playground are coming to the area. The amount of residential building rights in the area is approximately 32 floor square meters, which means approximately 000 new residents in the planning area.

Peltosaari parking center

The city council approved the letter of intent between the city and the Kanta-Häme welfare area and authorized the mayor to sign it. With the letter of intent, the city and the welfare district agree on the principles on the basis of which the parties will prepare the implementation planning of the social security center and the parking facility required for it.

In October 2023, the Hyvinvointialue launched a needs assessment, the aim of which is to bring together the social and health services of the Riihimäki region in the social welfare center to be built in Peltosaari. If it is decided to build a social security center, the mandatory parking spaces will be located in a parking facility designed and implemented by the city.

The city council will discuss the service network of schools and daycare centers as well as Kokonharju's site plan, its change and land distribution at its meeting on May 6, 2024.
