The Riihimäki City Council has several big issues to decide on Monday, December 1, 2025, regarding the development of the city.
The agenda includes, among other things, continuing the stable economic program and updating the early childhood education and basic education service network.
Continuation of the Stable Economic Program
Mayor Jouni Eho proposes to the City Council to continue the stable economy program. The continuation of the program should be completed in May 2026. The continuation of the program is justified because the 2026 budget has a deficit of 2,1 million euros. The deficit is predicted to increase in the coming years.
Without the continuation of the stable economic program, the city's annual budget will be insufficient for investments and loan repayments. The annual budget is the amount of revenue funding that the city has left after current expenses to use for loan repayments and investments.
In accordance with the stable financial program approved by the City Board in spring 2024, the city aims to achieve savings of 4,2 million euros in the planning period 2025–2027. In addition, the city has phased and prioritized investments to reduce debt.
In addition, the city government proposes to the city council that it take note of the continuation of the stable economic program.
Service network update process begins
In addition to continuing the stable economy program, the city government is being asked to update the early childhood education and basic education service network. Updating the service network plays a key role in the city's stable economy program. The number of children born in Riihimäki has plummeted. In 2014, 309 children were born in Riihimäki, but in 2024, only 154 children were born.
According to the mayor's proposal, the update work will investigate how the service network could be condensed and what kind of effects the condensation will have on, for example, personnel, housing and zoning. The purpose of the study is to produce a view on unified school paths, principles of student admission and group sizes in pre-school and primary education.
According to the mayor's proposal, the newest units, such as the Uramo school and daycare center and the Piikinmäki and Uunilinnu daycare centers, would be excluded from the service network update. In addition, the exclusion would also include Eteläinen koulu, which is centrally located and has the second largest number of students among the primary schools in Riihimäki. The proposal also includes consultation with guardians, students and staff.
The City Council will also discuss the Power Plant and college facilities at the same meeting.
