The City of Riihimäki is implementing a stable economy program. The program aims to adjust operations, evaluate structures and resourcing in order to curb the growth of the city's debt.

As part of the program for a stable economy, the technical sector is evaluating the use of its resources and the ways in which its services are organized. The technical sector has carried out a study with a consulting firm to examine whether it is worth producing services itself or purchasing them from outside. Currently, the city purchases approximately 50 percent of cleaning, property management and facility maintenance from outside.

“Our goal is to provide good services to city residents and customers, but still cost-effectively,” says Technical Director Maria Vasko.

Expansion of outsourcing is being investigated

Based on the analysis of service organization methods, it is worth conducting a more detailed analysis of the expansion of outsourcing for cleaning, property management, facility maintenance and repairs, and equipment and repair shop services.

"We need more detailed investigations before making a decision. The representatives will probably make decisions in the spring of 2026 on whether or not to outsource more services. We are currently trying to produce information to inform decision-making," Vasko states.

No decisions regarding personnel have been made at this stage. The effects on personnel employment relationships, if any, would not occur until 2027 at the earliest.

More detailed studies also assess whether the service provided as an in-house project can be organized more cost-effectively and examine, for example, current outsourced service contract models and costs in more detail.

A large part of the industry's personnel are under review

An information and discussion meeting for personnel was held yesterday, Monday, September 22, regarding the review of services in the technical sector.

The technical sector employs approximately 150 permanent employees and also temporary employees, for example in seasonal work. The services under further review employ approximately 60 employees, which is approximately 5 percent of the city's personnel and approximately 40 percent of the technical sector's personnel.

The technical department is divided into four different areas of responsibility: the facilities center, the urban technology center, the sports center, and the planning and operations management area.
The City of Riihimäki employs a total of approximately 1,100 people.
