The City Board will discuss, among other things, the needs assessment for a college and youth center at its meeting on Monday, June 2, 2025. The city has prepared the transfer of the services of the Riihimäki community college, art school, music school, and youth center Monari to Kalevantalo (Kalevankatu 5–11). Kalevantalo is also known as the former trade school.
According to the needs assessment to be decided by the City Council, the renovation of Kalevantalo for the use of educational and youth services would cost 13,1 million euros. The cost estimate does not include any special excavations, costs for emergency space or furniture investments. The renovation would be carried out in 2025–2027. Educational services would begin in the new premises in 2028.
According to the mayor's proposed decision, the city government will approve the needs assessment for the college building and issue a project plan to the technical department. After the city government, the council must approve the changes to the service network decision.
According to the study, it is possible to build premises in Kalevantalo that meet the current needs of both the colleges and the art school. The youth center's premises would be reduced after being located in Kalevantalo.
The Kalevantalo facilities are to be renovated to be multi-purpose. It will be possible for school services and youth facilities to gain added value from each other's facilities and also benefit from them.
According to the study, the services of the weaving mill and the Ohjaamo would not fit in the renovated Kalevantalo. A separate needs assessment should be launched for the weaving mill.
In December 2023, the City Council returned the needs assessment for Kalevantalo back to preparation. At that time, the City Council decided that the needs assessment must include a cost estimate for the mandatory renovation needs of Kalevantalo, Monari and the so-called old City Hall. Mandatory needs include, for example, making the properties accessible. At the same time, a purpose had to be found for the old City Hall.
The City Council decided earlier, in April 2025, that in the future the South Häme Employment Area (EHTA) will be located in the old City Hall.
The study on the services of the civic college, art school and music college is a continuation of the service network decision approved by the city council on August 29, 2022, and the needs study for the old city hall and Kalevantalo launched by the city board on February 27, 2023.
