Project plan for special education facilities for consideration by the city council

The City Council will discuss, among other things, the project plan for special education facilities in basic education at its meeting on Monday, March 24.

The City Council decided in its meeting on December 2, 2024, that the technical sector would begin project planning, in which the facilities for special needs education would be located on the Uramo school and kindergarten property. Lasitehdaan school and Herajoki school had also been investigated as alternatives.

Demanding special education is intended for students who have limitations due to learning ability, illness or functional ability.

In December, the City Council tasked the technical department with initiating project planning for the Uramo school and kindergarten so that the special education facilities would be located in the single-story extension. In addition, the City Council decided that the project planning would also include an alternative, with cost estimates, where the special education facilities would be located mainly inside the walls of the current Uramo school and kindergarten.

The project plan presents two solutions for locating special education facilities inside the walls of the school and kindergarten. An alternative that is mainly located inside the walls, but leads to the reduction of general education to two classes. The second alternative maintains the school's general education as three classes by building a two-story extension. Two and three classes mean that the school has two or three classes (teaching groups) for each age group.

In the project plan, these three options have been compared in terms of, among other things, their impact on costs, the need for detours, the yard area, general education, and existing facilities.

A brief child impact assessment has been carried out in connection with the project plan.

The goal is to complete the new special needs facilities in 2027 or 2028.

Based on the preparation, the mayor proposes that the special education facilities be implemented as a single-storey extension. The entire decision concerns the approval of the project plan for the city's special education facilities and the assignment of the technical department to initiate implementation-oriented planning for the Uramo school and daycare center according to option one, i.e. as a single-storey extension.
