Early childhood education is subject to fees, while preschool education in accordance with the Basic Education Act is free of charge.

The City of Riihimäki generally retrieves income information directly from the Incomes Register, unless the customer has given their consent to the highest payment according to the selected hourly rate. The payment is affected by the family size, income and the placement decision made for the child, which includes the agreed upon early childhood education time reserved for the child. The payment is also affected by the child's childcare reservation and the time spent in early childhood education.

Determining the customer fee

    • The family is considered to include spouses living in a joint household, whether they are married or otherwise living in a marriage-like relationship, as well as their minor children living in the same household with them.
    • Family income is considered to be the total taxable earned and capital income of all members, as well as tax-exempt income, such as alimony and child support, including holiday pay.
    • If there is a fluctuation in earned income, the average monthly income is taken into account in the amount of income.
    • The following are not considered income: child allowance, disability benefits, child increase for national pension, general housing allowance, medical expenses from accident insurance, military allowance, front-line allowance, study grant, adult education allowance, housing allowance for student aid, activity allowances and travel allowances paid in connection with social assistance, maintenance allowances related to rehabilitation benefits, grants, family care cost allowances and child home care allowance.
    • Paid maintenance allowances are deducted from income.

    • Customer fees will be reviewed retroactively from the beginning of the term (August 1) when a new completed tax certificate is submitted. If the tax certificate for the year in question has not been submitted by the end of December of the current year, the early childhood education fee will be increased retroactively from the beginning of the term to the maximum fee provided for by law.

    If the specified monthly fee is less than 30 euros, no fee will be charged.

    In the early childhood education of the city of Riihimäki, siblings in private early childhood education are taken into account when determining the client fee, according to the table above.

    • If a child is absent from early childhood education for an entire calendar month due to illness, no customer fee is charged.
    • If a child is absent from care for at least 11 days during a calendar month due to illness, half of the specified client fee will be charged.

    • Family leave reform from 1 August 2022: Parental allowance leave applies to children born after 4 September 2022 or adopted after 31 July 2022. No payment is made for days on which the child is absent from early childhood education and care without interruption during the parental allowance periods referred to in the Health Insurance Act (Early Childhood Education Act 540/2018, Section 15). An absence lasting more than five days must be reported no later than one month before the planned start date. A repeated absence lasting 1–5 days must be reported one week before the planned start date of the first absence. Once the child has already started early childhood education and care, the guardians have the right to stay on parental leave with the child for a maximum of 13 weeks, and in this case the child's early childhood education and care place remains the same.
    • Rehabilitative early childhood education provided as free special care for children with developmental disabilities will gradually cease in accordance with the Disability Services Act that entered into force on 1.1.2025 January 1.1.2025. A child with developmental disabilities who started early childhood education before 1.1.2025 January XNUMX will retain the right to free rehabilitative early childhood education and is free of charge to the extent specified in the child's special care programme.     • Booked early childhood education time consumes the child's monthly hours, even if the child does not attend. The booked and actual time are compared on a daily basis, and the greater of these reduces the number of hours used in the month (e.g. booking 6 hours, child present 7 hours 12 minutes) -> 7 hours 12 minutes are counted or (e.g. booking 7 hours, child present 5 hours 58 minutes) -> 7 hours are counted.
    • Any excesses in the monthly early childhood education time will be automatically invoiced according to the actual payment category, so when making reservations, it is a good idea to leave at least a 2-hour grace period for unexpected changes.

    • Overtime of less than 1 hour is not charged (59 minutes of “free time” / month).

    • Preschool education is generally provided during school hours for 4 hours a day and is free of charge.
    • In addition to preschool, it is possible to book supplementary early childhood education.
    • The hours of children in care during school holidays are taken into account in their entirety as care time, excluding four hours of free preschool education.

Checking customer payment

    • When there has been a change in the income information (+/- 6%), family size, need for care, or contact information of a family living in the same household, the family must report the change in writing with attachments immediately after the change occurs.
    • Changes related to income, family size and care needs will take effect from the beginning of the following calendar month.
    • The family's income and basic information are checked by the city once a year at a separately announced time, generally at the beginning of the operating period.
    • If the decision to determine the customer fee was based on incorrect information provided by the customer or their representative, customer fees may be charged retroactively for a period of one year.
    • If the City of Riihimäki Early Childhood Education Department has made an error when determining a family's client fee and the error results in a refund for the client, the fee will be corrected retroactively and the overpaid client fee will be returned to the parents/guardians.

Invoicing of customer payments

    • Early childhood education and temporary care are invoiced in arrears during the following month.
    • If the family has not made the payment by the due date, the family will be charged annual late payment interest in addition to the payment reminder costs. Payments, including late payment interest, are receivables that can be enforced without a separate application procedure.
