Service Network Survey 2026
The City Council decided to launch the early childhood education and basic education service network study in December 2025. The target completion date for the work is May 2026.
According to the council's decision, the study includes options that can be used to adapt the service network to the decreasing number of children. The study assesses the impacts of the options on personnel, children and young people of early childhood education and basic education age, real estate, housing, planning and the environment.
The impact assessments include consultations with city residents, guardians, students and staff. In addition, when completed, the report will include a view on unified study paths, student admission principles and group sizes in pre-school and primary education.

A service networking event will also be organized for city residents on Wednesday, April 15, 2026 at 18 p.m. at Pohjolanrinne School.

The service network study project group is requesting statements on updating the service network from the Vitality Board, Technical Board, Welfare Division, Youth Council, Disability Council and Elderly Council. The institutions are requested to provide their statements no later than 19 April 2026.
Each institution is asked to express its views from the perspective of its own task. Proposals for statements will appear on the agendas of the institutions' upcoming meetings in the city. on the kunta2.riihimaki.fi service.

Background

The city is conducting a service network analysis because the number of children in Finland and Riihimäki is decreasing significantly. This means that there will be no need for as many early childhood education and school places in the future. In 2014, 309 children were born in Riihimäki. Ten years later, in 2024, half as many children were born, 154. Due to the decrease in the number of students, Riihimäki will have to analyze the number of school units.
Another reason for the study is that the city wants to ensure a healthy learning path in early childhood education and basic education and the best possible learning conditions.
The financial conditions of the city of Riihimäki are becoming tighter due to the poor economic situation. For this reason, it is important to review services in terms of needs. The city is preparing a stable financial program alongside a service network analysis.
For these reasons, the city council decided to start the early childhood education and basic education service network study on December 8, 2025.

The goal of developing the service network is the benefit of children and young people. The principle of student enrollment is equality and fairness. In a close-knit service network, every child and young person receives the support they need in their own familiar community. The journey to the early childhood education unit or school remains reasonable and safe.
A child and young person can be offered a complete learning path. Pre-school and primary education work together. In a dense service network, there is enough expertise for every early childhood education unit and school. There are enough resources nearby to provide support in an inclusive manner in the child's familiar environment. Every unit has special education resources. Schools and early childhood education units share expertise and implement co-teaching, which promotes professional development, improves the quality of work and helps to cope at work.
Broad expertise and effective multidisciplinary cooperation among personnel are ensured by ensuring that schools, units and teaching groups are large enough. Schools are 2nd and 3rd grade, and early childhood education units have 5–6 groups. This means that learning support and a daycare or school day can be organised by several adults.
