The Land Use and Building Act changed to the Construction Act on January 1, 2025. According to Section 17 of the Construction Act, a municipality must have a building order, and according to the transitional rule, the new building order must be in force on January 1, 2027.
It may issue regulations on construction resulting from local conditions, taking into account cultural and natural values, and the creation and preservation of a good living environment, which do not change the provisions of section 42(1) regarding the requirement for a permit for a new building site. The provisions of the Building Regulations may apply to construction, repair and alteration work:
1) the construction site and other areas of a building project requiring a construction permit pursuant to Section 42, subsection 1,
2) the size and location of the building requiring a building permit pursuant to Section 42(1),
3) construction of a secondary residence on the construction site,
4) adapting a building to its environment that requires a building permit pursuant to Section 42(1),
5) the construction method referred to in Section 42, subsection 2, plantings, fences and other construction sites than those mentioned in subsection 1 of the said section,
6) the distance of construction sites from the neighbor's boundary related to fire safety,
7) management of the built environment and organization of water supply,
8) other local construction-related matters comparable to those referred to in paragraphs 5-7.
A provision in the building regulations may not be applied if a general or local plan or a provision published in the Finnish Building Regulations provides otherwise.
The current building regulations of the City of Riihimäki were approved on 25 April 2022. The building regulations are prepared and drawn up in accordance with Section 19 of the Building Act. This means planned interaction and communication with city residents and other stakeholders, so that all stakeholders have the opportunity to participate and influence the preparation of the building regulations.
The renewal of the building regulations will be programmed in a participation and assessment plan (OAS). It will describe how you can participate in the preparation of the building regulations, what information is needed for the design work, the objectives of the work, the impact assessment and the work schedule. The participation and assessment plan will be drawn up during the early winter of 2025.
The building regulations are approved by the city council. The Riihimäki City Board prepares and presents the matters to be decided by the council.
