Commissioning of the building

The building and its surroundings must meet the requirements for health, strength and fire safety (Construction Act, Section 123). This also applies to new buildings that are being put into operation.

Request a partial final inspection of the building from the building inspection authority, in which case at least the following requirements must be met for the premises to be put into use.

Readiness for technical maintenance of the property

  • The contractor must perform a commissioning inspection of the electrical installations and present proof of this during the partial final inspection of the building.
  • The ventilation system must work in such a way that the guideline values ​​presented in accordance with the regulations of the Ministry of the Environment can be reached in living spaces.
  • The inspection of the oil heating equipment must have been completed if more than three months have passed since its commissioning.
  • Waste management must operate according to plans.

Fire and personal safety

  • The exits must comply with the regulations of the Ministry of the Environment. This applies, for example, to the locking of doors, stairs between level differences and backup roads.
  • Staircases, balconies and spaces with a level difference to adjacent spaces of more than 700 mm must have a guardrail ready.
  • Chimneys and fireplaces must comply with regulations if they are to be used.
  • The building must have a number sign that is lit or near the light.

Basic functions of housing

  • It is necessary to be able to reach the operational temperature of the indoor air in living spaces. Structural moisture must be dried out.
  • The amount of harmful pollutants in the indoor air must be below the recommended values ​​(emissions from building materials and reactions occurring in them).
  • Food preparation facilities and food storage and eating facilities must be in working order, and at least one toilet must be in working order and the possibility of washing must be in order. If the plans include a shower, that should work too.
  • There must be enough sleeping and living spaces ready for everyone who comes to live.
  • Clothing maintenance must operate reasonably.
