Permits

The technical sector leases and grants permits and contracts for public areas, such as streets, squares and parks.

The placement of cables serving the community is determined by the Land Use Act (MRL Section 161). The city is obliged to allow the placement of cables serving the community, such as electricity and telecommunications cables, as well as water supply and district heating pipes, in its areas. The placement of these cables does not require consultation with neighbors. The city only grants permits for areas managed by the city, not for private properties.

You need permission, for example, in the following situations:

– Street area closure
– Use of streets and public areas for construction or maintenance work
– Placing a restaurant's summer terrace on the street
– Placing a wire, pipe or other object in a street or public area
– Digging in a street or public area
– Public event in a park, square or other public area
– A procession for which streets must be closed

  • A street permit must be applied for when you want to temporarily use a city area, for example for digging or carrying out work.

    No work may be carried out on streets and other public areas without a permit from the city. The city will monitor that the work is carried out according to the instructions so that the impact on traffic and the environment is as minimal as possible. The work area must be restored to at least the same condition as it was before the work began.

    Please read the street permit instructions before applying for a permit. The work must be carried out in accordance with the instructions.

    Requirements for obtaining a street permit

    The application must be accompanied by plan drawings of the work at a scale of 1:500, 1:1000 or 1:2000, depending on the scope of the work. In order to obtain a street permit, the permit applicant is obliged to find out whether other potential applicants for an excavation or placement permit are coming to work in the same area. In addition, a traffic control plan must be submitted with the application.

    Incomplete applications will not be processed.

    Applying for a street permit

    The street permit application must be submitted no later than 21 days before the start of the work. Defective and leaky work must be reported no later than the business day following the start.   • An installation agreement is required when you want to permanently install pipes, wires or other structures on a street or other public area.

    Excavation work or other work in public areas may not be carried out without a street work permit from the City of Riihimäki. A street work permit is required to be issued with an investment agreement issued by the official. In exceptional cases, an investment agreement is not required, but a street work permit is always required.

    Incomplete applications will not be processed.

    Applying for an investment agreement

    • Apply for the city in the electronic permit service.
    • Attach a plan map (PDF) to the application that shows the exact location of the cable, pipe, etc. (e.g. 1:500 or 1:1000). For large projects, you can attach a summary map (e.g. 1:2000 / 1:5000).
    • If necessary, attach photos or other documents.

    Instructions for the designer

    • The location of district heating and gas pipes and cables of at least 20 kV must be precisely determined by coordinates or tied to the boundaries of the street area.
    • The elevation of the structures and any changes must be clarified from the plans.
    • The plan must include a description of the pipeline crossings in relation to the constructed network.
    • The plan must be based on an up-to-date base map, which also shows the water supply network.

    • The location of district heating and gas pipes and at least 20 kV cables must be determined precisely either by coordinates or by binding to the boundaries of the street area. In the case of district heating and gas pipes, the elevation of the structures and their changes must also be clarified in the plans.
    • The plan must include an explanation of the crossings of the pipes in relation to the constructed network. The basis of the plan must be an up-to-date base map, which also shows the water supply network. The designer must find out the cables and other underground wires and structures on the site.
    • For planning purposes, order an up-to-date vector (dwg) base map by email from karttatilaukset@riihimaki.fi. A water supply management map showing wells and valves can be ordered from riihimaenvesi@riihimaki.fi. The delivery of the material will be charged according to the current price list.

    Processing time

    Apply for a permit for the most significant sites at least 3–4 weeks before starting work. The processing time for an investment permit is 2–3 weeks from the date of receipt of the application.
    Please allow 21 days for processing the street permit.

    Commission fee

    A fee in accordance with the current rate will be charged for processing the investment agreement.

    Validity of the permit

    The investment agreement is valid from the date of issue until further notice, unless a specific period has been agreed upon. The agreement expires without separate notice one year after the date of issue, unless implementation has begun. The permit must be applied for again if the plan or the conditions of the area change significantly.

  • This instruction applies to public areas managed by the city and is recommended for use in other areas as well. The guide has been drawn up in cooperation between the technical domain of the city of Riihimäki and building control.

    A permit for the use of public areas is required for the terrace and the terrace must comply with the terrace guidelines if the terrace is located in an area managed by the city.     A permit for a terrace area is granted annually for the summer season from April 1 to October 30. However, the city may grant additional time for the terrace or issue a permit for the terrace also for the winter season when well-founded reasons have been presented for the operating hours.

    After the end of the terrace season, the terrace area must be returned to the condition it was in prior to use. Terrace structures and furniture may not be stored in the street area.

    For the terrace section located in the area managed by the city, we charge the rent according to the applicable tax at any given time.

    The terrace area's permit applicant is responsible and supervises the operation of the terrace. If the terrace causes a disturbance or does not comply with these terrace instructions, the city can cancel the terrace permit, in which case the terrace must be removed immediately. The area manager has the right to give instructions in matters related to the structure, appearance and cleanliness of the terrace.

    Design guidelines

    1. The terrace is a roofless and wallless outdoor serving area. Access next to the terrace area must be kept unobstructed and open. Terrace activities must not interfere with light traffic or, for example, with the maintenance traffic of neighboring commercial apartments. The free area for pedestrians must be at least 150 cm.
    2. The terrace is placed directly on the street pavement without a platform. If the street slope is a hindrance to terrace activities, a mezzanine level can still be built. Unobstructed access to the terrace must be taken into account when planning and building the mezzanine level. Untreated or pressure-impregnated board is not recommended as the surface material.
    3. The terrace area must be fenced for the carriageway or light traffic. The fence must not be attached to the street surface, but must be free-standing. The maximum height of the fence is 0,9 meters measured from the floor level of the terrace. Demarcation of the terrace can be carried out minimally with flower pots or posts supporting a rope fence made of natural material. Attaching advertisements to bordering elements is not allowed, but they can still display the company's name and logo.
    4. Uniform, clean, high-quality tables, chairs and sofas suitable for public outdoor spaces should be used as furniture. Depending on the model, the materials of the furniture may be wood, metal or plastic. Traditional plastic chairs or furniture made of pressure-saturated wood are not recommended as furniture. The use of vegetation (seasonal plants/shrubs or small trees in pots) is recommended on terraces. Vegetation increases the attractiveness and coziness of the terrace, and the terrace contributes to creating a positive urban image.
  • A permit is required when you want to place a temporary advertising device, sign or guide on a street or other public area. A permit can be granted in places where it does not endanger traffic safety or hinder maintenance.

    Signs must be placed in accordance with the Road Traffic Act and regulations; signs must not be attached to traffic signs. They must not be detrimental to traffic safety and must not obstruct the view. Other conditions will be specified separately in connection with the decision-making process.

    The technical department monitors the appropriateness of advertising devices and removes unauthorized advertisements from the street area at the expense of the person who placed them.

    Temporary advertising signs and signs may not be placed along entrance roads.

  • A permit is required when a public area (streets, parks, squares) is temporarily closed or restricted from normal use. This applies, for example, to public events, temporary sales activities or the use of a street area for construction work or maintenance.

    Rents for the following event areas have been removed from individual events:

    • Station Square

    • Tellustor

    A security deposit is charged if the event is a large public event or lasts more than four hours. The security deposit will be refunded after the event if the areas are in the same condition as before the event.

    Business electricity use is billed according to metered electricity consumption.

    Applying for a permit

    Permits for public areas are exceptionally applied for by free-form email to tekniikka@riihimaki.fi. The application must be submitted well in advance of the need, but at least 3 weeks in advance.

    Please note that public area permits will not be processed in July due to the holiday season.

    Commission fee

    A processing fee according to the current rate and a rental fee for the area based on the area and rental period are charged for processing the permit.
