Public Areas Permits

Permits

The technical domain rents and grants permits for public areas such as streets, markets and land use in parks.

The land construction act (MRL § 161) stipulates the placement of wires serving the community.

The city has an obligation to allow wires serving the community, such as electricity and telecommunication cables, to be placed in its areas. As well as water supply and district heating pipes. There is no need to consult the neighbors to place the wires that benefit the community. The city does not grant permits for private properties, only for areas managed by the city.

You need a permit in, for example, the following situations:

Placing an A-stand or a temporary advertising sign in a public area
closing the street area
use of street and public area for construction or maintenance work
placement of the restaurant's summer terrace in the street area
placing a wire, pipe or other in a street or public area
digging in a street or public area
public event in a park, square or other public area
a procession for which the streets need to be closed.

  • Granit Square's reservations are handled by the city's contract coordinator Aito Kauppa Riihimäki, Aurinkotervehdys Oy, Mia Kurikka, riihimaki@aitokauppa.fi, phone 050 383 2233.

Please note that permits for Välikatu and the parking area are issued by the City of Riihimäki/Technical Department.

  • A street permit must be applied for when you want to temporarily use an area belonging to the city, for example for the purpose of digging and carrying out work.

You may not work on the streets and other public areas without the city's permission. The city supervises the work done on the streets and public areas, so that there is as little harm as possible from the work to traffic and the environment, and that the work site is renovated to at least the same level of condition as it was before the work started.

Read the street permit instructions before applying for a permit. The work must be carried out in accordance with the street permit instructions.

  • This instruction applies to public areas managed by the city and is recommended for use in other areas as well. The guide has been drawn up in cooperation between the technical domain of the city of Riihimäki and building control.

A permit for the use of public areas is required for the terrace and the terrace must comply with the terrace guidelines if the terrace is located in an area managed by the city. In addition, a lease agreement must be signed with the city for the terrace area. The rental and supervision of the terrace areas is handled by the Technical domain.

A permit for the terrace area is granted annually for the summer season from April 1.4. -30.10. However, the city can grant additional time to the terrace or give a permit to the terrace also for the winter season when well-founded reasons have been presented for the operating time.

After the end of the terrace season, the terrace area must be returned to the condition it was in prior to use. Terrace structures and furniture may not be stored in the street area.

For the terrace section located in the area managed by the city, we charge the rent according to the applicable tax at any given time.

The terrace area's permit applicant is responsible and supervises the operation of the terrace. If the terrace causes a disturbance or does not comply with these terrace instructions, the city can cancel the terrace permit, in which case the terrace must be removed immediately. The area manager has the right to give instructions in matters related to the structure, appearance and cleanliness of the terrace.

A terrace permit is applied for by e-mail.

    Design guidelines

    1. The terrace is a roofless and wallless outdoor serving area. Access next to the terrace area must be kept unobstructed and open. Terrace activities must not interfere with light traffic or, for example, with the maintenance traffic of neighboring commercial apartments. The free area for pedestrians must be at least 150 cm.
    2. The terrace is placed directly on the street pavement without a platform. If the street slope is a hindrance to terrace activities, a mezzanine level can still be built. Unobstructed access to the terrace must be taken into account when planning and building the mezzanine level. Untreated or pressure-impregnated board is not recommended as the surface material.
    3. The terrace area must be fenced for the carriageway or light traffic. The fence must not be attached to the street surface, but must be free-standing. The maximum height of the fence is 0,9 meters measured from the floor level of the terrace. Demarcation of the terrace can be carried out minimally with flower pots or posts supporting a rope fence made of natural material. Attaching advertisements to bordering elements is not allowed, but they can still display the company's name and logo.
    4. Uniform, clean, high-quality tables, chairs and sofas suitable for public outdoor spaces should be used as furniture. Depending on the model, the materials of the furniture may be wood, metal or plastic. Traditional plastic chairs or furniture made of pressure-saturated wood are not recommended as furniture. The use of vegetation (seasonal plants/shrubs or small trees in pots) is recommended on terraces. Vegetation increases the attractiveness and coziness of the terrace, and the terrace contributes to creating a positive urban image.
  • To place a temporary advertising device, signage or sign on a street or other public area, you must have a permit issued by the city. The permit can be granted in places where it is possible without jeopardizing traffic safety and maintenance.

Signs must be placed in accordance with the Road Traffic Act and regulations in such a way that they do not harm traffic safety, and they do not obstruct vision. Other conditions are defined separately in connection with decision-making.

The technical domain supervises the appropriateness of advertising devices and removes unauthorized advertisements from the street area at the expense of their placer.

Temporary advertising signs and signs may not be placed along entrance roads.

  • A permit must be applied for whenever a public area (streets, parks, markets) is closed or temporarily restricted from its normal use, for example a public event, temporary sales activity or use of the street area for construction work or maintenance.

Rents for the following event areas have been removed from individual events:

    • Station Square
    • The old market square
    • Messupuisto park
    • Tellustor

If the event is a large public event or lasts more than four hours, a security fee will be charged for the use of the event area. The security deposit will be returned after the event, if the areas are in the same condition as before the event.

Business-related electricity usage is billed according to the measured electricity consumption.
