Traffic environment

In the planning phase of land use, the conditions for a safe and smooth traffic environment are created. Good planning and implementation of the traffic environment can effectively improve traffic safety. Measures can also be used to improve the perceived sense of security, comfort and equality of movement opportunities. All modes of transportation must be taken into account in the planning. The traffic environment must be such that it contributes to sustainable modes of transportation.

  • Driving speeds are primarily limited to improve traffic safety. At the same time, it is also possible to influence the flow of traffic, transmission capacity, transport costs and environmental harm caused by traffic, as well as perceived safety. The current speed limit system has been in use on Riihimäki since 2001. The updated plan was approved by the technical board on January 21.1.2003, 30 § XNUMX. The system has been found to be mainly functional. When determining the speed limit, the traffic function of the street, the relationship between the street and the surrounding land use, traffic arrangements and accident data have been taken into account.

Riihimäki's speed limit system consists of a general 50 km/h agglomeration limit, speed limit areas with lower limit values than the general limit, and individual other street-specific speed limits. When determining speed limits, it is assumed that entrance roads and main streets/bypasses are classified as thoroughfares with a 50 km/h limit. On these lanes, light traffic is separated into its own lanes. The concentration of heavy traffic and the requirement for traffic flow favor a speed level of 50 km/h. As an exception to the entrance roads, there is a 54 km/h limit on Pohjoinen Rautatinkatu between the north side of Oravankatu ‐ kt 60.

Speed limit of 50 km/h streets Sakonkatu, Etelän Viertotie and Lasitehtiantie do not meet the criteria of the 50 km/h limit in the speed limit design guidelines for urban areas. According to the planning instructions, these streets should be marked with a lower limit, because the streets do not have crosswalk islands to protect crossings. In the future, the possibility of implementing safer street crossings by adding crosswalk center islands for the streets or possible other actions.

The speed limit is 40 km/h in the business center, in industrial areas, in Peltosaari and on collector streets that convey traffic from plot streets. The speed limit is indicated by a speed limit zone sign.

In the areas bounded by main and collector streets, where there are local and plot streets serving housing, a 30 km/h restriction applies in accordance with the planning instructions. In areas with a speed limit of 30 km/h, there are usually direct land connections to the carriageway and a light traffic station on the carriageway among car traffic. The speed limit is indicated by a speed limit zone sign.

A speed limit of 20 km/h is valid on courtyard streets according to the site plan.

  • There are about 130 kilometers of light traffic lanes in Riihimäki. Most of the lanes have been implemented as combined pedestrian and cycling lanes.

  • Street parking is allowed on all those sections of the street where it is possible without jeopardizing traffic safety and smoothness. This also applies to heavy traffic. There are no separate parking areas reserved or marked for heavy traffic. Organizing resident and guest parking is the property's responsibility.

Time restrictions for parking are mainly in the core center, at the train station and in connection with some kindergartens and schools. The aim of the restrictions is to secure the rotation of parking spaces for those doing business in the shops in the city center, as well as the escort traffic of kindergartens, schools and the train station. In all time-limited places, the obligation to use a parking disk is indicated by traffic signs. Only electric cars are allowed to park at electric car charging points in parking areas managed by the city. The time limit is defined on a case-by-case basis. There is no charge for parking at Riihimäki, and the resident parking ID is not in use either.

Disabled parking spaces are determined by the location of different services. Disabled parking spaces are marked in the street area in the immediate vicinity of, for example, public offices, pharmacies, healthcare services, housing units for the elderly and disabled, sports areas and libraries. Disabled spaces are marked with signs and in some places also with roadway painting (disabled parking space symbol). In addition to traffic signs, parking in parking areas is controlled by paint markings. Paintings for roadside locations are only done in the core center. In contiguous areas where parking is prohibited, a no-parking zone sign is used. Parking within the area can be specified differently with a separate sign.
