Traffic environment
In the planning phase of land use, the conditions for a safe and smooth traffic environment are created. Good planning and implementation of the traffic environment can effectively improve traffic safety. Measures can also be used to improve the perceived sense of security, comfort and equality of movement opportunities. All modes of transportation must be taken into account in the planning. The traffic environment must be such that it contributes to sustainable modes of transportation.

Speed limits are primarily limited to improve traffic safety. At the same time, it is also possible to influence the smoothness of traffic, its capacity, traffic costs and the environmental damage caused by traffic, as well as perceived safety. The current speed limit system has been in use in Riihimäki since 2001. The updated plan was approved by the technical committee on 21.1.2003 January 30, Section 2025. The system has been found to be mainly functional. When determining the speed limit, the traffic function of the street, the relationship between the street and the surrounding land use, traffic arrangements and accident data have been taken into account. The speed limits in the city centre area have been updated in 2021 to comply with the City Centre and Access Roads Traffic System 2040 plan approved by the Urban Development Committee in XNUMX.
The speed limit system in Riihimäki consists of a general 50 km/h urban limit, speed limit areas with a lower limit than the general limit, and individual other street-specific speed limits. When determining the speed limits, the assumption has been made that access roads and main streets/bypass roads are classified as roads with a 50 km/h limit. On these roads, light traffic is separated into its own lanes. The concentration of heavy traffic and the traffic flow requirement favor a 50 km/h speed limit. As an exception to the access roads, the 54 km/h limit is on Pohjoinen Rautatienkattu between the north side of Oravankatu and junction 60.
Speed limit on streets with a speed limit of 50 km/h Sakonkatu and Etelän Viertotie do not fully meet the criteria of the planning guidelines for speed limits in urban areas for a 50 km/h limit. According to the planning guidelines, these streets should be marked with a lower limit, because the streets do not have pedestrian crossing islands to protect crossings. In the future, the possibility of implementing safer street crossings by building missing pedestrian crossing islands on the streets in question or possible other measures should be investigated.
A speed limit of 40 km/h is in force in industrial areas and on most collector streets that convey traffic from plot streets. The speed limit is indicated by a speed limit area sign.
In the city centre, a speed limit of 30 km/h is generally in force. In areas bordered by main and collector streets, where there are local and plot streets serving residential areas, a 30 km/h limit is in force in accordance with the planning guidelines. Areas with a 30 km/h speed limit usually have direct plot accesses to the carriageway and a position of light traffic on the carriageway among car traffic. The speed limit is indicated by a speed limit area sign.
A speed limit of 20 km/h is in force on the courtyard streets according to the city plan and on Välikattu in the city center.

There are about 130 kilometers of light traffic lanes in Riihimäki. Most of the lanes have been implemented as combined pedestrian and cycling lanes.

Street parking is allowed on all those sections of the street where it is possible without jeopardizing traffic safety and smoothness. This also applies to heavy traffic. There are no separate parking areas reserved or marked for heavy traffic. Organizing resident and guest parking is the property's responsibility.
Time restrictions for parking are mainly in the core center, at the train station and in connection with some kindergartens and schools. The aim of the restrictions is to secure the rotation of parking spaces for those doing business in the shops in the city center, as well as the escort traffic of kindergartens, schools and the train station. In all time-limited places, the obligation to use a parking disk is indicated by traffic signs. Only electric cars are allowed to park at electric car charging points in parking areas managed by the city. The time limit is defined on a case-by-case basis. There is no charge for parking at Riihimäki, and the resident parking ID is not in use either.
Disabled parking spaces are determined by the location of different services. Disabled parking spaces are marked in the street area in the immediate vicinity of, for example, public offices, pharmacies, healthcare services, housing units for the elderly and disabled, sports areas and libraries. Disabled spaces are marked with signs and in some places also with roadway painting (disabled parking space symbol). In addition to traffic signs, parking in parking areas is controlled by paint markings. Paintings for roadside locations are only done in the core center. In contiguous areas where parking is prohibited, a no-parking zone sign is used. Parking within the area can be specified differently with a separate sign.
