Street maintenance

The goal of maintenance services for public areas is to keep street areas and their surroundings clean and safe. Maintenance work can be divided into winter and summer maintenance work.

The owners of the properties are also responsible for the maintenance of the streets for their properties. The responsibility for street maintenance is divided between the city and the plot owners, and the division of responsibility and maintenance work is defined in the law (Law on Street and Certain Public Areas Maintenance and Cleanliness 547/2005).

A maintenance classification has been defined for the streets, according to which street maintenance work is carried out. The city center, highways and main cycling routes are prioritized high in the maintenance classification.

  • Summer maintenance work includes, among other things, the following tasks:

    • Repairing or resurfacing a broken street surface.
    • Keeping the gravel street level and binding the gravel roadway dust.
    • Maintenance of podiums, guardrails, traffic signs, light poles and other similar devices in the street area.
    • Lane markings.
    • In the spring, removing sandblasting from the roadway, light traffic lane and sidewalk.
    • Mowing of street green areas.

    Brushing areas

    Brushing of the city's streets and light traffic lanes starts annually from the light traffic lanes and the city center. The areas outside the center are brushed annually in a rotating order.

    On dry and dusty days, the brush equipment that collects also requires additional watering, which is carried out with the help of a tractor and a water cart to minimize street dust. Factors that slow down brushing include night frosts and heavy rain or snow due to freezing or excessive moisture of the material to be brushed.

     

  • Winter maintenance includes, for example, plowing and sandblasting of streets and light traffic lanes. The streets are maintained in the order according to the maintenance classification. Class 1 includes busy main streets and class 2 collector streets.

     

  • The Act on the Maintenance and Cleanliness of the Street and Certain Public Areas (547/2005) determines the property owner's responsibilities for the cleanliness and maintenance of the street area. The city of Riihimäki has taken upon itself the responsibility of the plot owner for the winter maintenance of the sidewalks.

    Duties of the property owner

    The property owner is responsible for the maintenance of the access road leading to the plot and, in connection with it, the removal of plowed snow and ice at the plot junction and keeping the ditch drum open. Cleanliness belongs to the plot owner from the boundary of the plot to the center line of the street area. The property owner must take care of removing garbage and keeping the vegetation clean in the area of ​​the green belt and ditch that extends to a distance of no more than three meters from the boundary of the plot.

    Tasks of the municipality

    In its decision (KH 26.8.2002 § 370), the city of Riihimäki has taken responsibility for the winter maintenance of the sidewalks. The municipality is responsible for the winter maintenance of carriageways, cycle paths and combined pedestrian and cycle paths. Maintenance of street structures and plantings is the responsibility of the municipality in the entire street area. The municipality is responsible for the cleanliness of all the plantings in the street area and the green lanes bordering the plot, other than those that are less than three meters wide.

  • The city is obliged to compensate for damages caused to public areas if the city has neglected its maintenance obligations. The city is also liable for compensation if it has caused damage to persons or property through its own actions. The damage must be reported by phone immediately after the incident to maintenance and outside office hours to the person on duty.
