Riihimäki's parking program defines the new zoning car and bike parking standards, outlines guidelines for resident, business and workplace parking as well as station access parking. To support the principles of the parking program, Riihimäki's parking vision has been formulated: Riihimäki's parking is user-friendly and leads to sustainable movement. The city council approved Riihimäki's parking program on 11.11.2019 November 96 § XNUMX.
Parking is an important part of the transport system, and it has an impact on the urban structure as well as the vitality of the city and the comfort of the environment. Parking has a central place in the planning of a sustainable transport system and in the control of movement. The dense urban structure of Riihimäki creates good conditions for promoting cycling and increasing its share of transportation. Bicycle parking guidelines and quality development are central to the program. When making the parking program, an effort has been made to identify the general changing trends in parking needs and to create solutions suitable for Riihimäki.
The parking program has defined measures by which the development work is carried out in accordance with the principles set in the program. In connection with approving the program, the city council has decided to use the new parking standards in new site plans and site plan changes, as well as to start the preparation of some development measures. The city assembles a working group for the implementation of the program, which prepares and monitors the implementation of the program.
The city of Riihimäki received a state grant for movement control projects granted by the Finnish Transport and Communications Agency Traficom for the preparation of the parking program. In addition, the project included a self-financing part, which consisted of the city's own labor contribution. The project was led by the zoning service area, and experts from the city's various municipalities participated in it. In addition, the city acquired expert work as a purchasing service from WSP Finland Oy.
The parking program was drawn up at the same time the general plan of the station area with, which was completed at the beginning of 2020. The parking program and the master plan were discussed in joint workshops of the city's experts and stakeholders and presented to the public in the Atom shopping center in August 2019. The results of the interaction work have been reported in the participation report of the master plan material.
Riihimäkelians' views on the current state of vehicle and bicycle parking and development needs were ascertained through surveys in May 2019. A map-based online survey was prepared for those who do business in the Aseman area and the center and those who live there, and their own survey was also conducted for entrepreneurs operating in the area. 420 townspeople responded to the residents' survey and they made 1640 entries on the map. 56 entrepreneurs participated in the entrepreneurs' survey and they made 103 map entries.
