General planning

The master plan resolves community structural and land use issues that affect the functionality and economy of the urban structure for decades. The general plan embodies the city's strategic policies regarding land use goals and is a good tool for strategic planning. The general plan guides more detailed planning, such as station planning.

Developing and maintaining an urban structure that serves housing, leisure and business requires the preparation of a comprehensive plan for the entire city and the definition of up-to-date strategic goals. Long-term strategic planning is important for the sustainable growth and development of the city.

  • At Riihimäki, master plan work is done on the principle of continuous planning. The general plan is revised, updated and supplemented on a rolling basis. It can be done, for example, with sub-master plan-level land use plans and general and development plans, or with themes covering the entire city. Continuous general planning gives an up-to-date overall picture of the city's land use development. It helps in scheduling and preparing for more detailed design projects.

General formulas in force

The Master Plan 2013, prepared during 2017–2035, entered into force on 20 August 2017. The Master Plan 2035 is valid except for the following unapproved area reservation markings: the large MUY area of ​​Paalijärvi – Hirvijärvi, the extension of the northern end of the Suolijärvi nature reserve, the Paalijoki Canyon nature reserve and the expansion areas of the community structures at the Arolammi and Monni stations. The Master Plan for Riihimäki 2010 (KV 9 June 1997 § 87) is valid in these areas, except for the extension of the northern end of the Suolijärvi nature reserve and the Paalijoki Canyon nature reserve.

Partial formulas

  • A new residential area with services is planned for Kalmu in the master plan. The goal in the zoning work has been to secure housing and recreation needs and to preserve landscape, nature and cultural values. The partial master plan has a legal effect and is the basis for the area's subsequent site planning, which takes place in stages. Getting a new residential area into use is important from the point of view of the city's production of detached houses.

    The partial master plan was appealed to the Hämeenlinna Administrative Court and the Supreme Administrative Court. On 22 January 2015, the Supreme Administrative Court rejected the appeals regarding the approval of the master plan, so the council's decision has become legally binding. The city government's announcement was published in Aamuposti on 8 February 2015.
