In the Riihimäki Strategy 2030, the future is born from encounters. Through planning and construction, an interesting urban environment is created, where it is attractive to walk and meet others. The preparation of Riihimäki's first Built Environment Program started as part of the general plan 2035 work in the fall of 2015. The program defines the quality goals for the city's built environment and the necessary measures for them. The starting point for goals and measures is the human scale.
The Riihimäki Built Environment Program was approved by the City Council on June 4, 2018 (§ 66).
The program was made interactively together with the townspeople. In the spring of 2016, an online survey was organized where it was possible to answer questions about the built environment in Riihimäki and to mark objects on the map. The responses were good and the results of the survey were used when preparing the program.
A learning café workshop on the built environment, open to all city residents, was held on Tuesday, March 14, 2017 at the Riihimäki Art Museum. An enthusiastic group of city residents gathered around the tables to discuss the special features of Riihimäki's built environment and areas for development. An extensive article about the workshop was published in Riihimäki's resident magazine, Koti & Kaupunki 1/2017. The results of the discussions on the themes have been summarized:

Feedback on the draft of the built environment programme was available from 19 February to 18 March 2018. In addition, a discussion event was held on the draft programme on 28 February 2018 at the Riihimäki Art Museum. The event began with a presentation of the content of the draft programme and short information sessions highlighting five themes of the programme that residents wanted to discuss in particular: cityscape and art, hubs and landmarks, urban vibrancy, architectural heritage and complementary construction, and urban green space and parks. The draft was finalized for the City Government and City Council based on the feedback received and the comments from the discussion event.

The program work was continued in the fall of 2018 by preparing an implementation plan for the measures presented in the program. The implementation of the program is monitored at monitoring meetings held twice a year. The implementation of the program is continuous and the entire organization of the city of Riihimäki promotes the implementation of the goals and measures presented in the program.
Implemented projects under the program include, among others Riihimäki parking program, Riihimäki's built cultural environments - statement update, principles of public art and event organizer's guide.
