Deviation decisions and planning needs solutions

A construction project may require a positive deviation decision and/or a design needs solution before a building permit. We recommend to contact the city for building control. Sometimes the deviation needs of the construction project may be minor, in which case it is possible to implement the project with just a building permit. In this way, it is also possible to avoid an unnecessary application process.

Before submitting a planning need/deviation application, we recommend contacting the city's zoning office. In this way, the possibilities of a deviation decision and/or planning need solution can be determined in advance. The decision made by the zoning manager on the deviation and the planning need solution is valid for two years. During this time, the building permit application must be initiated.

For the construction project, a deviation decision must be applied for, if the construction deviates from the provisions of the Land Use and Construction Act or the provisions and regulations issued pursuant to it: Land Use and Construction Decree, Finnish Building Regulations Collection, formulas and building order of the city.
Riihimäki city's construction order (June 14.6.2022, XNUMX), the entire municipal area outside the site plan has been defined as a planning need area, where a positive planning need solution is a prerequisite for a building permit. In connection with the planning needs solution, it may also be necessary to apply for a deviation from, for example, the building order. When building on the beach area, a deviation from the planning needs of the beach area must be applied for.
The fees that came into force as of April 1.4.2018, XNUMX are used to collect the costs incurred by the city from the planning requirement solution and deviation.

Make an electronic application

Submit the application via the electronic permit service. Fill up planning need and deviation application form and attach the scan to the electronic permit service.

If you do not have the opportunity to use the electronic permit service, you can submit it application form with attachments also by post to the city of Riihimäki to the registry office. For a paper permit application, we charge 100 euros in accordance with the tax, plus the actual scanning costs.
