Participate in planning
In Riihimäki, all zoning work is an activity under the authority of the city government. Master plans are generally prepared for the city government and plans are approved by the city council. The site plan process proceeds according to the phasing described below.
The interaction is organized in a way that is appropriate for the scope of the design. When the plan draft and proposal are visible, a public event or a meeting with the planner can be organized, for example. If necessary, in the initial or draft phase of the plan work, for example, a plan walk, an online map survey or a workshop can be carried out. As a participant in the formula project, you can give an opinion or a reminder when the formula is visible.

- In the draft phase, conceptual drafts and reports are prepared and the effects of the draft or draft alternatives are evaluated.

If you are the owner of a property near the area to be planned, you will be informed by letter about the availability of the draft plan and the opportunities to participate. - During the viewing, you can give your opinion on the draft plan. Statements will also be requested from the necessary authorities and communities during the draft phase.
Opinions and statements are used by the designer in the preparation of the plan proposal and they can be published on the website of the plan project.
The opinion can be sent to the registry office (Eteläinen Asemakatu 2, PO Box 125, 11101 Riihimäki or kirjaamo@riihimaki.fi). - During the visit, a public event or a meeting with the planner can be organized about the planning project.

- In the proposal phase, a plan proposal is prepared based on the plan draft. The opinions expressed in the sketch and the official statements are used by the designer when preparing the proposal and their equivalents are given.
- The formula proposal is made visible for three weeks or 30 days, taking into account the significance of the formula. The city government or vitality committee decides on making the plan proposal public.

- During the visit, you can give a reminder about the formula proposal. Statements are not requested during the proposal phase, unless the plan proposal has substantially changed from the draft phase.
The reminders and statements are used by the designer during further preparation and can be published on the website of the planning project. If the received feedback does not cause substantial changes to the proposal, the formula will proceed to the approval stage. Otherwise, the changed plan proposal will be made available again.

- After the proposal phase is available for viewing, the formula is prepared for approval. The plan proposal is approved by the city council or the vitality board.
- The approving body processes the plan proposal and any reminders and statements with their counterparts and decides on the approval of the plan proposal.
- The acceptance decision will be announced online. See the city's announcements. (kunta2.riihimaki.fi.)
- Information about the approval decision will be sent to those who made the reminder and to the authorities who have requested notification and left their contact information.
- Participants and members of the municipality can appeal the decision of the city council or board to Hämeenlinna's administrative court during the appeal period, which is 30 days after the decision was made.
It is possible to further appeal the decision of the Hämeenlinna Administrative Court to the Supreme Administrative Court.

- The formula becomes legal approximately 1,5–2 months after the approval decision, if there has been no appeal.
