The planning review presents the city's planning situation: provincial, general and local planning, as well as current development and general plans. The planning review is an annual review of planning matters pending in the municipality and the regional council and those that will be pending in the near future, which are not of minor importance (AKL § 7).
In Riihimäki, the zoning review is divided into a zoning review and a zoning program. The zoning overview tells about, among other things, the zoning system, the zoning situation, and the participation and interaction related to zoning. All pending planning issues have been gathered in the planning program. The program tells about the goals of zoning and includes the zoning targets for 2025 as well as the estimated targets for the following years.
The approval of the zoning review and program by the city government also means a zoning decision for those site plan projects (A-items) that are initiated by the city on its own initiative and for which no previous decision has been made. Site plan change projects initiated by a private property owner are always subject to a separate zoning decision by decision of the city council, as they are also linked to the preparation of the start-up agreement.
The city council approved the 2025 zoning review and program on 24.2.2025 March 40 (§ XNUMX). Minutes of the City Council.
The town plan projects and development and general plans of the following years will focus on supplementing the existing urban structure. Riihimäki is being developed on a human scale, as a large small town where services are close by.
Land use development creates the conditions for the growth of the city's population and the development of business life. By planning new housing opportunities and workplaces in easily accessible and attractive locations, the City of Riihimäki's goal of increasing the population is made possible.
The aim is to increase housing, services and jobs, especially in the station area and in the city centre. In addition, new housing opportunities will be planned in a thoughtful way to complement the existing urban structure. Infill construction will take into account the characteristics of the environment, preserve local values and focus on the comfort of the urban environment. The aim is to encourage city residents to adopt climate-smart modes of transport and thus reduce the climate burden of Riihimäki residents.
The zoning of business areas will continue to focus on good transport links to supplement existing workplace areas. The development targets are especially the surroundings of highway 3, national road 54 and regional road 130.
The development of the station area continues by preparing for the location of the Häme University of Applied Sciences campus on the Matkakeskus Liikerada. On the east side of the main line, preparations are underway for the station planning for the Kanta-Häme welfare area social and health service center, which is expected to begin in late 2025.
Work is also underway on the zoning of the city center of Herajoki. The aim is to plan new business premises for companies along regional road 130 and also create the basis for the construction of distinctive single-family houses that are appropriate to the location.
In Riihimäki, master planning is done on the principle of continuous planning. The purpose of the Riihimäki master plan 2050 is to revise, update and supplement the master plan 2013 prepared during the years 2017–2035. In addition, the goal is to resolve the master plan entries that were not approved in 2017 when the master plan was approved.
The work began in the fall of 2022 by investigating and compiling the current state of the city and the planning starting points, as well as by preparing a participation and assessment plan (OAS). The master plan was announced on November 27.11.2022, 19.12.2022, and the city government decided on December XNUMX, XNUMX on the goals of the master plan, which will guide the preparation of the master plan throughout the planning process.
The City Board approved the draft master plan for public viewing on 2.12.2024 December 2050. During the spring, the City Board will consider any statements and objections submitted during the public viewing period, including their responses, and will present the plan to the City Council for approval. The master plan will be approved by the Council. The goal is for the Riihimäki Master Plan 2025 to enter into force during XNUMX.
You can find more information about the preparation of the general plan 2050 on the page General Plan 2050.
The development of the city centre contributes to the implementation of the strategic goals of the City of Riihimäki. The planning principles for the development of the city centre were defined in the vision for the station area and the city centre, which was approved by the City Council in February 2019. According to the Riihimäki Master Plan 2035, the city centre must prepare for the preparation of a development and general plan.
The planning principles for the development of the city center were defined in the vision of the station area and city center (OG 4.2.2019 § 5). The central plan is intended to present the target state of the whole of land use, transport and services. It will form a document guiding further planning for the planning of the city center's more precise urban environment and to support station planning. The traffic conditions of the design were clarified by drawing up traffic system plan for the city center and access roads 2040 (Kakela 18.5.2021 § 73) and values of the built environment Riihimäki's built cultural environments with the help of the report.
Preparation of the center's general plan has been tentatively planned for the years 2026–2027.
In the 2025 zoning review, the planning of 11 station zoning objects is programmed. Station plan projects are mainly located within the existing urban structure, complementing the center and the station area. The zoning of business areas is focused on good traffic routes to complement the already existing workplace areas. The development targets are especially the surroundings of highway 3, national road 54 and regional road 130.
You can find more information about planning projects in the planning overview and program. You can also find the pending site plan projects on the page Station planning.
In addition to the projects programmed in the zoning review, urgent projects outside the review may appear, which change the presented schedule of the projects.
We recommend making appointments in advance.
