Zoning review

The zoning review presents the city's planning situation: provincial, general and urban zoning as well as current development and general plans. The zoning review is an annual overview of planning matters pending in the municipality and the provincial association and which will be pending in the near future, which are not of minor importance (MRL § 7).

Riihimäki's planning overview and program 2024

In Riihimäki, the zoning review is divided into a zoning review and a zoning program. The zoning overview tells about, among other things, the zoning system, the zoning situation, and the participation and interaction related to zoning. All pending planning issues have been gathered in the planning program. The program tells about the goals of zoning and includes the zoning targets for 2024 as well as the estimated targets for the following years.

The approval of the zoning review and program by the city government also means a zoning decision for those site plan projects (A-items) that are initiated by the city on its own initiative and for which no previous decision has been made. Site plan change projects initiated by a private property owner are always subject to a separate zoning decision by decision of the city council, as they are also linked to the preparation of the start-up agreement.

The city council approved the 2024 zoning review and program on 11.3.2024 March 86 (§ XNUMX). Minutes of the City Council.

  • The town plan projects and development and general plans of the following years will focus on supplementing the existing urban structure. Riihimäki is being developed on a human scale, as a large small town where services are close by.

The development of land use creates the conditions for the growth of the city's population and the development of business life. By zoning new housing opportunities and workplace areas in easily accessible and attractive locations, the goals of the city of Riihimäki to increase the population are made possible.

The goal is to increase housing, services and jobs, especially in the station area and downtown. In addition, new housing is zoned as a thoughtful addition to the existing urban structure. In additional construction, the characteristic features of the environment are taken into account, local values are cherished and the urban environment is comfortable. With the help of the urban environment, we want to encourage city dwellers to use climate-wise ways of moving and thus reduce the climate burden of the people of Riihämäki.

The zoning of business areas will continue to focus on good transport links to supplement existing workplace areas. The development targets are especially the surroundings of highway 3, national road 54 and regional road 130. A general plan will be drawn up for the new workplace areas of the Arolammi interchange and the development of the Riihimäenporttie areas will be continued with site plan projects.

The development of the station area continues by preparing for the possible placement of the campus of the Häme University of Applied Sciences either on the Matkakeskus Liikerada or in the northern parts of Veturitallie. On the east side of the main line, on the other hand, preparations are being made for site planning for the health and social services service center of the Kanta-Häme welfare area.

In addition, the Kokonharju area zoning and the start of the area zoning of the center of Herajoki are in the works. The purpose is to create the starting points for both areas for the appropriate, distinctive small house construction. The housing fair held in Riihimäki in 2027 will be located in the Kokonharju site plan area.

  • In Riihimäki, master planning is done on the principle of continuous planning. The purpose of the Riihimäki master plan 2050 is to revise, update and supplement the master plan 2013 prepared during the years 2017–2035. In addition, the goal is to resolve the master plan entries that were not approved in 2017 when the master plan was approved.

The work has started in the fall of 2022 by finding out and compiling the city's current state and planning starting points in its own separate material and preparing a participation and evaluation plan (OAS). The master plan has been announced and the city government has decided on the goals of the master plan for the end of 2022. The goals guide the preparation of the master plan throughout the planning process.

The city council approved the master plan draft for viewing in December 2023. Based on the feedback from the draft, a master plan proposal is being prepared, which aims to be made available for viewing at the end of 2024.

In the master plan work, up-to-date survey information is taken into account, which is updated and supplemented throughout the master plan process.

You can find more information about the preparation of the general plan 2050 on the page General Plan 2050.

  • Downtown master plan

The development of the center fulfills the strategic goals of the city of Riihimäki. The planning principles for the development of the city center were defined in the vision of the station area and the city center, which was approved by the city council in February 2019.

The planning principles for the development of the city center were defined in the vision of the station area and city center (OG 4.2.2019 § 5). The general plan of the workplace areas of the Arolammi interchange

The areas near the Arolammi interchange are designated as a new workplace area in the general plan 2035 and in the draft general plan 2050. It is necessary to draw up a master plan for the area, which presents, among other things, the target status of the area's land use, traffic and stormwater management, and the design principles guiding further planning. The general plan guides the spatial planning of the area and serves as support for impact assessment.

Provision is made for the preparation of the general plan during the years 2024-2025.

  • In the 2024 zoning review, the planning of 17 station zoning objects is programmed. Station plan projects are mainly located within the existing urban structure, complementing the center and the station area. The zoning of business areas is focused on good traffic routes to complement the already existing workplace areas. The development targets are especially the surroundings of highway 3, national road 54 and regional road 130.

You can find more information about planning projects in the planning overview and program. You can also find the pending site plan projects on the page Station planning.
