The aim of the local plan amendment is to enable the construction of facilities required for teaching organized by activity area (TOI teaching, former YPR, small group individual teaching) in connection with Uramo school and daycare.
The local plan will be amended so that the building area allows for the expansion needed for the TOI teaching facilities. The local plan amendment takes into account the expansion possibilities of the school and kindergarten also in the future. The plan amendment is not intended to assign more building rights to the area compared to the current local plan.
In addition, the local plan will be revised, among other things, regarding planting areas and the location of parking. The general provisions of the local plan will be revised and updated provisions will be issued on stormwater management and urban image. The plan will also take into account the environmental impacts of the school area's activities and indicate the necessary provisions for the surrounding local recreation and park areas to maintain protective trees.
The local plan amendment will review the boundaries of the school site in relation to the already implemented public pedestrian and bicycle routes, as well as the school yard activities and the Uramontie roadway.
Students studying in the area of learning-based education (TOI education) are unable to study in a subject-based manner due to a disability, illness or functional limitation that affects their learning ability, and despite group-specific forms of support and student-specific support measures or limiting the number of subjects. The aim of the education is to support and strengthen the student's functional ability and to teach them the knowledge and skills that will help them to manage their lives as independently as possible.
The Riihimäki TOI teaching facilities are currently located in a prefabricated building on the premises of the Glass Factory School. The premises are intended as temporary facilities, they have not been designed according to the needs of the operation, and the facilities do not meet the needs of high-quality teaching.
There is a need now and in the coming years to organize teaching for two groups studying in each area of activity and one group that needs stronger support. In total, the premises are home to approximately 20 students, who are in grades 1–9. In addition, the premises are staffed by the same number of adults.
The needs assessment for special education facilities in Riihimäki described the operational space needs and assessed the locations of the city's primary schools suitable for the location of the facilities. Based on the needs assessment, special education facilities were proposed to be located in connection with the Uramo school and daycare center. The City Council approved the needs assessment on 2 December 2024, Section 354, and assigned the technical department the task of initiating project planning for the Uramo school and daycare center.

The project plan for the Riihimäki special education facilities presented a comparison of alternatives for locating the facilities in connection with the Uramo school and daycare center. The location was compared between three alternatives. Alternative 1 was chosen for further planning, in which the facilities would be located on the north side of the building as a single-story extension.
Based on the comparison of alternatives, only option 1 fully implements the spatial program of the facilities. Construction according to option 1 does not require changes to the existing facilities, and there is no need for escape space during the construction phase. The choice was also supported by the smoother integration of the interior spaces with the existing school interior spaces. The option was also the cheapest in terms of total costs, as no significant changes need to be made to the existing facilities and no need for escape space during construction.
The City Council approved the project plan on 24 March 2025, Section 81, and assigned the technical department the task of initiating the implementation-oriented planning of special education facilities for the Uramo school and daycare center as a single-storey extension (alternative 1). In its decision, the City Council required that the implementation planning, preparation of the local plan amendment and construction permit processing processes be coordinated and scheduled so that the studies to be carried out serve both the implementation planning and the preparation of the local plan amendment, and that the construction permit processing can be initiated in an overlapping manner with the preparation of the local plan amendment, so that construction can begin as soon as possible.

The Riihimäki City Board has approved the city's special education facilities project plan on March 24, 2025, Section 81. The City Board assigned the technical department the task of initiating the implementation-oriented design of special education facilities for the Uramo school and kindergarten as a single-story extension.
The implementation option chosen in connection with the decision requires a change to the local plan: the expansion section significantly exceeds the current building area and the yard functions and parking solutions will be located in the part of the area to be planted.
The City Board has decided to initiate a plan amendment on May 19, 2025, Section 128. The city plan will be prepared as the city's own work.
The master plan examined the yard area of the Uramo school and kindergarten and the park area to the north. The master plan focused in particular on the organization of the yard of the TOI teaching facilities, the escort traffic connection and how the yard functions are connected to the rest of the school yard. The master plan also outlined the development direction of the functions of the rest of the yard area. In addition, the master plan presents solutions to the existing disadvantages highlighted by residents and the disadvantages caused by the implementation of the TOI teaching facilities.
The master plan serves as the starting point for the change in the local plan and guides further planning. The solutions (structures, materials, colors and vegetation) are specified in the construction planning aimed at implementation.

Municipal members and stakeholders had the opportunity to leave comments (feedback) about the proposed local plan during the viewing period. Comments were requested to be submitted to the Riihimäki City Registry Office.
The given reminders can be published on the city's website as part of the plan material. Those who made a complaint during the proposal phase and who have requested and submitted their contact information (postal or email address) will be sent a separate response and notified of the approval process.
The parties and members of the municipality may appeal the city council's decision to approve the plan to the Hämeenlinna Administrative Court within a 30-day appeal period. The administrative court's decision can be further appealed to the Supreme Administrative Court. Instructions will be attached to the city council's decision.
The urban plan becomes legally binding approximately 1,5–2 months after the city council's decision, provided that no appeal has been filed against the plan.
