The purpose of the zoning was to expand the existing industrial area of Parooninmäki to its south side and designate a larger, unified block area of industrial and warehouse buildings that do not cause environmental disturbances. At the same time, parts of the Pajakatu and Rantatie and Junttatie street areas that were not implemented according to the plan in force in the planning area were removed. Local recreation areas and Vantaanjoki as a water area were assigned to the side of Vantaanjoki and the eastern part of the area.
The area to be zoned included the block area of industrial and warehouse buildings (694-9-1-2), the street areas of Rantatie, Pajakatu and Junttatie, as well as the unzoned field and forest area. The plan area is approximately 23 ha in size.
The area is mainly owned by a private landowner, and the zoning was started at the request of the landowner. The zoning work was done as a consultant under the guidance and supervision of the city of Riihimäki. A land use agreement was drawn up in connection with the site plan and changes to the site plan.
