The main objective of the local plan and the local plan amendment is to enable the Carbon2x production plant complex based on carbon dioxide capture and utilization in connection with the waste incineration plant located in the Kuuloja industrial area. The Carbon2x plant complex is intended to be located in the immediate vicinity of the current plant area. If implemented, this industrial-scale pilot plant will enable the production of biodegradable plastic in a sustainable manner.
The project is based on a preliminary agreement between the City of Riihimäki and NG Nordic Finland Oy, according to which the local plan aims to locate a plot in the industrial and warehouse block area on which a significant hazardous chemicals processing and storage facility (T-kem) may be located. The plot has been tentatively planned to cover an area of approximately 3,5 hectares, with a construction efficiency of e=0,35–0,50. The above-mentioned local plan objectives will be further specified as the planning work progresses.
The preparation of the local plan will utilize the documents from the pending environmental impact assessment (EIA) procedure of NG Nordic Finland Oy, including the reports and impact assessment related to the EIA procedure.
The Kuulojankatu 1 town plan and the town plan amendment are in the zoning review and program 2025 approved by the City Board on February 24, 2025 (Section 40) under the object code A2.
The urban plan will be prepared by AFRY Finland Oy under the guidance of the city.

The draft of the local plan and the local plan amendment will be displayed as an official work. The display of the draft will be announced in the city's official newspaper Aamuposti and on the city's website. The draft plan material will be displayed on this website and at the Veturi office for three weeks.
During the time the draft plan is on display, a presentation and discussion event open to all will be organized. Participants will have the opportunity to leave their opinions on the draft plan during the time it is on display.

During the proposal phase, a plan proposal is prepared based on the draft plan. The planning takes into account the statements and opinions presented during the draft phase, to which responses are also provided.
The City Council will consider the draft plan and its feedback, after which the plan will be announced on the city's website. The draft plan will be available on this website and at the Veturi office for 30 days.
Participants have the opportunity to leave a comment about the plan proposal during the viewing.

After the proposal has been made public, the revised proposal will be prepared for consideration by the City Council. The preparation will take into account the feedback received during the proposal phase and responses will be provided to any objections and statements. The City Council will decide whether to present the plan to the City Council. The City Council will decide whether to approve the plan. The approval of the plan will be announced on the city website.
The parties and members of the municipality may appeal the city council's decision to approve the plan to the Hämeenlinna Administrative Court within a 30-day appeal period. The Administrative Court's decision can be further appealed to the Supreme Administrative Court.
The plan will become legally binding approximately 1,5-2 months after the city council's decision, unless there are any appeals against the plan.
