The area's partially unrealized site plan was confirmed in 1973. Over the decades, the three-story commercial and residential apartment buildings have not been implemented in accordance with the site plan. Four detached lots with old detached houses in the area have become the city's property. It is necessary to draw up a site plan change for part of the plots, which enables a high-quality residential apartment building on the new plot to be created, taking into account the comfort of the neighbors.

At the same time, the location of the new apartment building has been changed so that the building mass is presented near the northern border of the plot.
