The area's partially unrealized site plan was confirmed in 1973. Over the decades, the three-story commercial and residential apartment buildings have not been implemented in accordance with the site plan. Four detached lots with old detached houses in the area have become the city's property. It is necessary to draw up a site plan change for part of the plots, which enables a high-quality residential apartment building on the new plot to be created, taking into account the comfort of the neighbors.

The city's goal is to bring more residents to the city in terms of planning and affordability to the center for a new apartment building plot.

In the planning review 2021, it has been suggested that one plot with an area of ​​approximately 3 m² could be created in the area. The plot efficiency can be increased from the e=000 efficiency of the current site plan in such a way that it would be possible to build a four-story residential apartment building with an area of ​​approximately 0.5 m² on the plot. The current used building right is less than 3 k-m².

During the plan process, the construction law goal of the plan change has been refined in such a way that in the draft made available for viewing again, 3 k-m² is presented as the building right for the plot. At the same time, the location of the new apartment building has been changed so that the building mass is presented near the northern border of the plot.
