The draft of the site plan for the north end of Petsamonkatu and the site plan change was available for viewing on 20.6. – 1.7.2016 July 30 (MRA § XNUMX).

In the draft, the area was designated as blocks of industrial and warehouse buildings. A new connection to the area was shown from Pohjoise Rautatinkatu, and driving to the lots was allowed from the south along Petsamonkatu.

The proposal for the site plan and site plan change for the northern end of Petsamonkatu was available for viewing from 17.12.2018 to 18.1.2019 (MRL § 65 and MRA § 27).

The content of the plan proposal was otherwise almost the same as in the draft phase, only the drive to the area from the south along Petsamonkatu was changed. The drive to the area from the south (along Petsamonkatu) was cut off, only the pedestrian and cycling connection to the area from the south remained.

The City Council decided (KH 8.4.2019 § 133) to present the site plan and site plan amendment to the city council for approval.
The city council decided at its meeting (Kov 15.4.2019 § 36) to return the site plan for the northern end of Petsamonkatu and the amendment to the site plan to be prepared again so that access to the Läpiajo area along Petsamonkatu is allowed with a personal vehicle.

The plan proposal was re-prepared in accordance with the city council's decision (KV 15.4.2019 § 36) and made available for viewing again, because the content of the plan change had essentially changed (MRA § 32).

In Proposal II, block areas of industrial and warehouse buildings have been assigned to the area. A new exit from Pohjoise Rautatinkatu has been assigned to the area. Driving into the area from the south (along Petsamonkatu) is permitted for private vehicles, but heavy traffic is prohibited according to the plan.
The preparation took into account the options for traffic arrangements (A, B and C) according to the traffic survey conducted during the planning work (North end of Petsamonkatu, traffic survey, WSP Finland Oy, 2019). When the starting point of the preparation was the city council's decision, B was chosen from the options of the traffic study, where the passage of passenger car traffic to the plots of the industrial area is allowed from the south, but driving is slowed down by some structural solution. In addition, driving heavy traffic is prohibited by a road sign.

Traffic information for the northern end of Petsamonkatu (WSP Finland Oy, 2019)

Plan proposal II was prepared for the approval hearing in accordance with the city council's decision (April 15.4.2019, 36 § XNUMX) so that access to the Läpiajo area along Petsamonkatu is permitted by private vehicle.

The city council decided (December 2.12.2019, 434 § XNUMX) to present the site plan and site plan change to the city council for approval.

The city council decided at its meeting (Gov 9.12.2019 § 114) to return the site plan for the northern end of Petsamonkatu and the change to the site plan to be prepared again in accordance with option C of the traffic report, whereby all car traffic to the area will only go through the new exit from Pohjoise Rautatinkatu.

After proposal stage III was available for viewing, no changes were made to the formula and it proceeded to approval processing.

The city council decided (December 14.4.2020, 119 § XNUMX) to present the site plan and site plan change to the city council for approval.
In its decision on June 1.6.2020, 42, the city council approved Section XNUMX of the site plan for the north end of Petsamonkatu and the amendment to the site plan.

An appeal was made to the Hämeenlinna administrative court against the city council's approval decision. At the request of the Hämeenlinna Administrative Court, the City Council issued a statement on the appeal regarding the approval decision (KH 24.8.2020 § 245).
