Station plan change

The main objective of the site plan is to enable the new campus of Häme University of Applied Sciences to be located south of the Matkakeskus Liikerataa railway station. The additional construction is intended to be carried out using the existing Matkakeskus building.

The city planning objective is to expand the building area according to the current city plan so that it enables the additional construction required by the campus. Increasing the maximum permitted number of floors is also being investigated. The floor area will be increased so that the current building stock can be maintained and the implementation of the additional building section can be enabled. The targeted new floor area of the plot is a maximum of approximately 20,000 m². The functions of the current office tower will be kept unchanged.

The purpose of the plot is proposed to be changed to meet the needs of business and educational buildings, allowing for, in addition to educational, office and commercial premises, public service spaces and a parking facility. The local plan regulations will be reviewed and updated regulations will be issued on, among other things, the urban image and stormwater management.

The plan area is located in a central location in terms of urban landscape and a significant traffic hub. In addition, there is a nationally significant built cultural environment to the north and partly to the west of the plan area. These special features will be taken into account in the assessment of the plan's impacts.

Decisions

The change to the Eteläinen Asemakatu 2, Matkakeskus town plan is included in the zoning review and program 2025 approved by the City Board on February 24, 2025 (Section 40) under the site code A10.

Häme University of Applied Sciences, Riihimäen Tilat ja Kehitys Oy and Kiinteistö Oy Riihimäen Matkakeskus have jointly applied for a zoning plan amendment for a plot they own. The City Council has approved the application and decided to initiate the zoning plan amendment on 15 September 2025 (Section 241).

The city plan will be prepared as a consultancy by the architectural firm ONE Architects under the guidance of the city.

The change to the city plan has been initiated and the participation and evaluation plan has been made available for viewing on November 8, 2025. The participation and evaluation plan can be viewed on this website and at the Veturi office at Eteläinen Asemakatu 4 (3rd floor).

The announcement of the initiation of the plan and the publication of the participation and evaluation plan was published in the Aamuposti and on the city's website on November 8, 2025. The participation and evaluation plan was updated in connection with the publication of the draft plan on February 21, 2026.

Participants had the opportunity to provide their opinions on the draft plan during the viewing period. The necessary official statements were also requested during the drafting phase.

A presentation and discussion event open to all about the draft plan was organized on Thursday, March 5, 2026.

During the proposal phase, a plan proposal is prepared based on the draft plan. The planning takes into account the statements and opinions presented during the draft phase, to which responses are also provided.

The City Council will consider the draft plan and its feedback, after which the plan will be announced on the city's website. The draft plan will be displayed on this website and at the Veturi office for 30 days.

Participants have the opportunity to leave a comment about the plan proposal during the viewing.

During the proposal phase, opinions are requested from the necessary authorities.
After the proposal has been made public, the revised proposal will be prepared for consideration by the City Council. The preparation will take into account the feedback received during the proposal phase and responses will be provided to any objections and statements. The City Council will decide whether to present the plan to the City Council. The City Council will decide whether to approve the plan. The approval of the plan will be announced on the city website.

The parties and members of the municipality may appeal the city council's decision to approve the plan to the Hämeenlinna Administrative Court within a 30-day appeal period. The Administrative Court's decision can be further appealed to the Supreme Administrative Court.
The plan will become legally binding approximately 1,5-2 months after the city council's decision, unless there are any appeals against the plan.

The entry into force of the plan will be announced on the city's website.
