The change in the local plan is intended to enable the placement of a roundabout at the intersection of Kirjauksentie and Sakonkatu by expanding the street area. Changing the traffic light-controlled four-way junction between Kirjauksentie and Sakonkatu into a roundabout is one of the development measures in accordance with the Riihimäki city centre and access roads transport system plan 2040. The aim of the measure is to divert heavy traffic away from the centre and improve the traffic handling capacity of the junction.
The City Board has decided to amend the local plan for the Kirjauksentie and Sakonkatu interchange in connection with the approval of the zoning review and program 2025 on 24 February 2025 (section 40). The Kirjauksentie–Sakonkatu interchange is designated A5 in the zoning program.
The initiation of the plan was announced in the city's official newspaper, Aamuposti, and on the city's website on November 15, 2025.
The conversion to a roundabout requires space around the current four-way junction, and therefore the areas zoned as VP and AO areas in the plan amendment need to be converted to street areas. Therefore, the change in the local plan has more than minor impacts (non-minor plan amendment).
Participation opportunities in the different stages of planning are presented in the appendix to the participation and evaluation plan (Appendix 1).
The work has begun with the preparation of the necessary background materials and reports. This website will provide information on the progress of the planning and how to participate in the planning work.
The draft of the change to the local plan will be displayed as an official work. The display of the draft will be announced in the city's official newspaper, Aamuposti, and on the city's website.
The draft plan material can be viewed on this website and at the Veturi office for three weeks.
A public meeting will be held during the draft stage, or alternatively, the planner can be met at a pre-announced time.
Participants have the opportunity to leave their opinion on the draft plan during the viewing period.
The necessary authority statements are requested during the draft stage.
During the proposal phase, a plan proposal is prepared based on the draft plan. The planning takes into account the statements and opinions presented during the draft phase, to which responses are also provided.
The Vitality Committee will consider the draft plan and its feedback, after which the plan will be announced on the city's website. The draft plan will be displayed on this website and at the Veturi office for 30 days.
Participants have the opportunity to leave a comment about the plan proposal during the viewing.
During the proposal phase, opinions are requested from the necessary authorities.
The Vitality Committee will consider the revised plan proposal, statements and any objections, including their responses. The Vitality Committee will decide on the approval of the plan. Information about the approval decision will be sent to those who made the objection and to the authorities who have requested notification and submitted their contact information.
The approval of the plan will be announced on the city's website.
The parties and members of the municipality may appeal the city council's decision to approve the plan to the Hämeenlinna Administrative Court within a 30-day appeal period. The Administrative Court's decision can be further appealed to the Supreme Administrative Court.
The formula becomes law approximately 1,5–2 months after the Vitality Board's decision, if there is no appeal against the formula.
The entry into force of the plan will be announced on the city's website.
